One of the 20 early childhood centers, awarded without transparency through the PTI, is already 70% complete in Villa Hayes, the political bastion of Senator Basilio “Bachi” Núñez. The mechanism used allowed them to circumvent the Contracting Law and to this day they hide the amounts of the contracts.

The work rises in Villa Hayesdepartment of Presidente Hayes, district considered fiefdom of the Chartist senator Basilio “Bachi” Núñezand is part of the package 20 centers awarded by the Government through the Itaipu Technology Park Foundation (PTI)under a scheme questioned for its lack of transparency.
For these contracts, the PTIa mechanism that allows the controls established by the Public Procurement Law No. 7021since their processes are not governed by national regulations. To date, the institutions involved continue without disclosing the amounts of the contracts or any possible modifications.

The awards went to Tecnoedil SArepresented by Paul Sarubbi, and Construction Chaco SArepresented by Luis María Gulino. In the specific case of Villa Hayes, the work is in charge of Tecnoedilwith supervision by the RVV ICASA Consortium and technical supervision by the MOPC.

In the case of the Villa Hayes center, the latest renovation works are currently being carried out. masonrysuch as fine plaster and grouting, in addition to the installation of floors and coverings. Work is also progressing exteriorswhich include sidewalks, accesses and pasting. The center will have a constructed area of 850 square meters and will serve about 120 children and their families.
According to the MOPCthe program also includes baby stores and library buses, with an annual goal of 280,000 children benefited throughout the country.
At the national level, the construction of 50 centers in the 17 departments and in Asunción. The first stage includes 20 spaces already awarded, which will offer care, nutrition, early stimulation and family support services.
Each center has an estimated cost of G. 2.6 billion (about US$335,000). Based on this figure, the first 20 would demand around US$6.7 million. However, the actual amounts awarded remain unpublished.
Despite the progress reported in Villa Hayesdoubts persist about the program as a whole. Nothing is known about the tenders for the works that still need to be awarded or the progress in the other cities. Until now, the only work inaugurated is that of Capiatá.
The centers will be built in Asunción, Eastern City, Conception, Saint Stanislaus, Eusebio Ayala, Villarrica, Colonel Oviedo, Yhu, Saint John Nepomuceno, Incarnation, Cambyretá, Saint John the Baptist, Jaguar, Capiatá, Pillar, Pedro Juan Caballero, Curuguaty, Villa Hayes, Marshal Estigarribia and Puerto Casado.
