The Delhi government approved the new EV policy on Monday (June 29, 2026) with a ₹15,000-crore budget. Delhi Chief Minister Rekha Gupta said that the new policy is likely to come into effect on July 1 and will remain effective till March 31, 2030. The ₹15000-crore budget will be invested over the next four years to promote electric mobility in the city.
Transport Commissioner Niharika said that 33% of pollution is caused by commercial goods carrying vehicles and 46% is caused by two wheelers and three wheelers. “The policy focuses on these vehicles specifically. We are trying to convert the entire fleet of these vehicles into EV,” she said.
A purchase incentive will be provided to two wheeler vehicles in the first three years: ₹30,000 in the first year, ₹20,000 in the second year and ₹10,000 in the third year. For three wheelers, the incentives are ₹50,000, ₹40,000 and ₹30,000 respectively. N1 commercial trucks will be provided with a subsidy of ₹1 lakh in the first year.
Scrapping incentives for vehicles under BS-IV emission norms will be around ₹10,000 for two-wheelers, ₹25,000 for three-wheelers and ₹50,000 for N1 trucks. Gramin Seva Units will also get ₹15,000 as scrapping incentives.
Delhi government will also mandate the registration of only EV three wheelers and N1 trucks from January 01, 2027. The deadline for two wheelers has been set as April 1, 2028. School buses will also need to be convert at least 10% of their fleet to EV within two years of notification of the policy.
The government plans to install 32,000 charging points infrastructure within the next four years, funded by PM e-Drive schemes as well as the Delhi government budget.
The policy also provides a scrapping incentive of ₹1 lakh for owners of BS-IV four-wheelers or below standard who scrap their vehicles and switch to electric vehicles.
The officials also said no subsidy will be provided for hybrid vehicles. A dedicated online portal will be developed to enable applicants to apply for EV-related incentives under the policy.
