Based on large-scale survey An anti-corruption agency survey conducted among 10 thousand citizens of Tajikistan, the Ministry of Justice took fourth place in the overall index of corrupt departments.
9.1% of all respondents who encountered corruption accused the structures of this ministry of receiving bribes.
Let’s find out in which department this phenomenon occurs most often?
Among all those who encountered corruption at the Ministry of Justice, 48.9% accused the Civil Registry Service, the body that handles marriage, birth and death, and registration, of accepting bribes. This is the highest figure within the ministry.
The State Notary Office ranks second with 35%. A notary is a body that is contacted to certify documents, register the purchase and sale of real estate and wills.
These two divisions together account for more than 83% of all corruption cases reported to the Department of Justice.

The Ministry of Justice ranks fourth in the overall index of corrupt areas of Tajikistan. Of all respondents who encountered corruption, 9.1% called the structures of this ministry corrupt.
Who took the first three places?
Our attempts to obtain a comment from the Department of Justice on this matter were unsuccessful. The press service of this department did not answer our calls.
It should be noted that the sociological study was conducted by the Center for Strategic Research and the Anti-Corruption Agency back in 2025, but its results were published recently.
According to this survey, the education sector took first place in the overall ranking of corrupt departments. About 20% of respondents said that when applying to the education sector they encountered bribery or extortion.

The Ministry of Internal Affairs took second place in the index of bodies affected by corruption. In particular, out of every 5 people who encountered corruption in the Ministry of Internal Affairs, two gave a bribe to the employees of the State Automobile Inspectorate (SAI).
The position of this department based on the results of this study is still unknown.
The Ministry of Health and its numerous structures took third place in the overall index of corrupt departments. About 16.7% of all respondents who encountered corruption named structures in this area.
Bribery is one of the most pressing problems in the country’s society. In this survey, people see the main reason for the spread of corruption in low wages and difficult living conditions (25.6%). Also, one of the main factors was the desire of employees to receive additional income.
However, 86% of those who encountered corruption did not complain to any authority.
