The oligarch of the “Intercontinental” tower behind the 15-story in the center of Tirana, Ram Geci, has been charged by SPAK as part of the corruption group with large public tenders, where more than 30 public officials and businessmen are also accused. Geci is accused by SPAK of falsifying documents (several times) in the context of manipulation of tender procedures. If GJKKO will accept the charge of SPAK, Ram Geci risks 6 months to 4 years in prison for falsifying documents several times provided for in Article 186 of the Criminal Code.
According to the SPAK file, Geci won the tenders by bargaining at the table, even at the behest of Prime Minister Edi Rama, while line ministries and directorates copied the papers. Businessman Geci is one of the biggest beneficiaries of public money and assets. Geci finalized the benefits and corrupt favors through the construction company Geci shpk, a company he founded in 1994.
During the last years, Ramë Geci, through the company Geci shpk, has benefited about 90 million euros of public funds through tenders alone and in cooperation, mainly by bargaining at the table and with winning offers almost equal to the fund limit. During the last 5 years, over 75 million euros from the state budget.
Ramë Geci has benefited from public money through tenders and client contracts from the Albanian Reugor Authority, the Albanian Development Fund, the Municipality of Tirana, etc.
How Ram Geci wins the tenders
Based on SPAK’s file on road tenders, on August 24, 2021, Deputy Prime Minister Belinda Ballullu wrote to the head of ARRSH that he had asked Prime Minister Edi Rama to meet the oligarch Ram Geci, who requested the tender worth 12 million euros with the object ‘Construction of Porto Romano Durrës road lot 3’. Vis Berberi answers that he had met Ram Geci the Prime Minister that day. Barberi had received this information from Geci himself, after the two had taken a tour of the Great Ring construction site.
What happens next?
Three weeks after these conversations and meetings, on September 16, 2021, the ARRSH headed by Evis Berberi announces the procurement procedure with the object “Construction of Porto Romano Durrës Street, Lot 3 (continuation)”. On November 16, 2021, ARRSH announces the winner of the tender is the company Geci shpk owned by Ram Geci. Ramë Gec’s ‘winning offer’ is almost as much as the limit fund. Since the winner is determined by table bidding, the other lowest bids are disqualified.
It is an illustrative example of how the state budget is allocated to oligarch clients. Ram Geci goes to Rama and asks for the next tender. Rama sets Balluk in motion. For her part, Balluku sets Berberi in motion. Meanwhile, Berberi implements the order, closes the papers and gives the tender to Ramë Gec, who has received about 90 million euros in public tenders alone and in cooperation.
