The Ministry of Human Resources and Social Development, in cooperation with the Ministry of Municipalities and Housing, announced the start of implementing the decision to raise the percentage of Saudization to 30% in engineering professions in the private sector, as of June 30, 2026, on establishments that employ 5 or more workers from the professions included in accordance with the definitions and professional titles approved in the Unified Saudi Classification of Occupations.
The Saudization decision targets 46 engineering professions, the most prominent of which are: (architect, power generation engineer, industrial engineer, electronics engineer, vehicle engineer, marine engineer, sanitary engineer, technical production engineer, site design engineer, oil and gas engineer, research and development engineer, aerospace engineer), in addition to professional accreditation from the Saudi Council of Engineers.
The supervisory teams at the Ministry of Human Resources and Social Development began following up on the implementation of the decision on establishments, and ensuring that they adhere to the specified percentages for the targeted engineering professions. To ensure the provision of productive and stable job opportunities for national cadres, while confirming the application of regulatory penalties against violating establishments that did not adhere to the decision’s controls after the expiration of the specified deadline.
It is noteworthy that this decision comes as a continuation of the efforts of the two ministries, which aim to raise the rates of nationalization of engineering professions in order to achieve the objectives of the labor market strategy in supporting national competencies and increasing their job opportunities, in line with the numbers of job seekers in the relevant specializations and the requirements of the engineering sector.

The monitoring teams at the Ministry of Human Resources and Social Development have begun to follow up on the implementation of the decision in establishments and ensure their compliance with the specified rates for the targeted engineering professions; to ensure the provision of productive and stable job opportunities for national cadres, while confirming the application of legal penalties against non-compliant establishments that do not adhere to the decision’s regulations after the specified deadline.
It is worth noting that this decision comes as a continuation of the efforts of the two ministries aimed at increasing the localization rates of engineering professions to achieve the objectives of the labor market strategy in supporting national competencies and increasing their job opportunities, in line with the number of job seekers in related specialties and the requirements of the engineering sector.
