    The Minister of the Interior, Local Communities and Transport revealed a set of legal procedures and measures aimed at redressing the employees concerned with settling their professional statuses that have been pending for years of freezing, and guaranteeing their rights to be promoted to higher ranks, especially for the benefit of those who were not included in the previous exceptional measures until the end of the year 2022.
    Regarding the exceptional promotion of employees who did not benefit from the decision to lift the freeze on promotion before December 31, 2022, the Minister reassured that public authorities are fully committed to protecting the rights of employees affiliated with their public institutions and administrations, especially by ensuring professional paths that match their competencies and skills and preserve their rights related to promotion.
    In his response to a written question from the representative of the National People’s Assembly, Habashi Hussein, Saeed Saeed announced that the relevant ministry is currently continuing its efforts related to working to resolve some of the outstanding situations, in a way that enhances their confidence in state institutions, and dedicates to them a professional path based on job justice and equal opportunities.
    In this context, Al-Shorouk sources reported that Order No. 06-03 of July 15, 2006, which includes the general basic law for public employment, included basic guarantees for promotion in grade and rank for the employee, according to the terms and conditions specified for that. However, the same processes at the level of state and municipal departments have been subject to the same exceptional measures applied to the recruitment process, similar to other public institutions and administrations.
    In addition, the Minister pointed out in a dispatch issued by him dated last March 5 and bearing the number 749, that in order to correct the accumulated delays in the promotion process since the year 2015 as a result of the freeze process, the Prime Minister’s Instruction No. 165, dated July 16, 2023, was issued regarding lifting the freeze on promotion processes in public institutions and administrations, as it allowed for promotion processes to be carried out for employees who met the legal conditions for promotion on December 31. 2022, through the automatic transfer of financial positions occupied by those concerned, as an exceptional measure aimed at enabling employees to advance in their career path by moving to higher ranks, as the local authorities have initiated the necessary procedures to implement these exceptional measures for promotion processes, by counting the concerned employees and completing the process within the specified deadlines, and continuing to address the concerns and problems raised.
    As for employees who meet the conditions for promotion after December 31, 2025, Najiba Djilali explained that they can be promoted according to the methods stipulated in the special basic laws, within the limits of the available financial positions included in the annual plans for human resources management entitled Promotion.
    At the conclusion of his response, Minister Saeed stressed that his ministerial department is working to enable all employees to benefit from all their rights stipulated by law, especially advancement within their professional path and moving to higher ranks, while working to develop local human resources and raise their efficiency and effectiveness in accordance with the requirements of modern management.
