The common has evidence of a dozen of appeals to the Batllia of parish land owners against the latest revision of the parish planning and urbanism plan (POUP). Considering that the deadline to present appeals ends this week, the Consul Major, Maria del Mar Coma, does not expect that there will be many more.
The representative claimed the text because it defends “the general interest” and establishes clear rules “without tailoring suits”. He also assured that in the process of writing the review has been listened to the owners and remembered that the common accepted four out of five allegations. “I understand that some owners are angry that they have not been given everything they wanted, but we must do the same for everyone, otherwise there would be no order and it would be impossible to control. There is a general interest that goes above the private interest of each owner”, he remarked.

Commain addition, stated that is “optimistic” about the eventual verdict of justice on the resources presented by the owners. “I don’t have a crystal ball, but I am convinced that the Battalion will conclude that we have done a good job”, he affirmed. Throughout the review process, he insisted, the municipality “has respected the legality”, which was confirmed two months ago by the technical commission for urbanism (CTU) in the opinion on it administrative appeal of the owners against the POUP.
Tourist attraction
For his part, the councilor of the minority group Jordina Bringué recalled that they also supported the urban plan because it was necessary to order the growth. However, he regretted that some private projects that would have generated “tourist attraction” in the parish have not been able to go aheadbut remembered that the rules must be the same for everyone and exceptions cannot be made. Bringué added that the owners have the right to express their disagreement and that it will be justice that will end up determining the outcome of the claims.
In the common council session as well a modification of the POUP was definitively approved, provisionally validated last February 25and which corresponds to the reclassification of the Year of the Part farm as a single unit of action in the urban plans.
DOLSA FOLLOWS THE SESSION AMONG COCONUTS
Yesterday’s common council session was transatlantic. The councilor of the minority Enric Dolsa, on a trip to the Dominican Republic, was able to participate live in the plenary sessionthrough a giant television screen installed in the council room. “From here you can see the Caribbean Sea”, he explained sweet to the counselors He also talked about the weather: “Here we are at 28 degrees.” The tropical climate of the island of Hispaniola has nothing to do with that of Andorra. Before saying goodbye to dream beaches, luxury hotels and coconut groves, Dolsa remembered that it had only been daylight on the other side of the Atlantic for a few hours: “I’m going to have breakfast.”
