    CNE manual for electoral debates establishes nine draws and key rules | Politics | News


    The manual is ready Ecuador Debate 2027 for the electoral process of November 29 next, where the rules that must be observed are established. It is established that there will be nine draws to define the location of the candidates, the order of asking questions and the order of interpellation.

    CNE updated rules for the 45 electoral debates of prefectures and mayors prior to sectional elections

    45 electoral debates for mayors and prefects will be held together with the campaign for the 2026 sectional elections

    In the next elections, prefects, mayors, councilors, members of rural parish councils and councilors of the Citizen Participation and Social Control Council (CPCCS) will be elected. However, the sectional debate will only take place in 21 provinces for prefects and in 24 municipalities where the mayors will be elected.

    The holding of these meetings responds to the population projection, since article 202.2 of the Code of Democracy provides that in the elections of the authorities of the decentralized autonomous governments (GAD), the mandatory debates will be held in those jurisdictions that have more than 100,000 voters.

    Organization and managers

    For this process, the responsibility of carrying out the mandatory electoral debates will fall on the provincial electoral boards within its jurisdiction, in coordination with the provincial electoral delegations and under the guidelines of the National Coordination for the Development of Electoral Information Products and Services of the CNE.

    The assignment of location on the television set, the time slot of participation, the order of asking questions and interpellation and the order of responses of the candidates; as well as the order of intervention of all the thematic axes, will be previously defined by public drawswhich will be held in the provincial electoral delegations.

    The public draws will be held on the day and time set in the schedule established by the National Debates Committeewith the presence of public notarieswhich will be previously requested by the provincial electoral delegations and drawn by the Judiciary Council.

    Schedules and thematic axes

    The electoral debates will begin at 19:00. However, when there are more than eight candidates firmly qualified for their respective jurisdiction there will be two blocks of debate lasting up to an hour and a half each.

    They will start at 20:00 when there are eight or fewer candidates; In the case of provinces that must hold two or more debates on the same day, these will begin at 16:00.

    The debate will four thematic axesand to define them, the work plans that the candidates presented when registering will be taken into account. The questions will be prepared by the National Debates Committeewhich will also be in charge of the thematic content.

    The questions will be revealed by the moderators only during the live broadcast of the electoral debate. To ensure the confidentiality of the process, the moderators will sign a confidentiality act through which they undertake to keep the content of the envelopes confidential until the beginning of the democratic meeting, avoiding their early opening or any possible leak.

    Live debate dynamics

    For the mandatory electoral debate, the dynamics will foster a public dialoguewhere candidates will interact with each other and answer the questions posed.

    At the beginning of the mandatory electoral debate, the physical location of the candidates will be carried out; Then the moderators will start with an institutional message and in the first outing, the candidates will have 25 seconds to make their presentation and may not make reference or allusion to other participants.

    At the close of the mandatory electoral debate, the candidates will have 25 seconds to convey a final message to the electorate from their lecterns, in the order established in the draw.

    Ecuador Debate 2027 will have a moderator on screen in charge of directing the thematic debate between the candidates for prefectures and mayors.

    All candidates must be present and available in the television studio at least two hours before to start the debate, in order to become familiar with the space and have sufficient time for makeup and preparation.

    Transmission and accessibility

    The transmission of Ecuador debates 2027 will feature interpretation of Ecuadorian sign language as an accessibility mechanism.

    Radio, television and road signals streaming, will broadcast the debate live and freein national and local public, private, digital, social and community media, optionally.

    Before the debate, according to the manual, the media must refrain from making electoral promotion direct or indirect that affects in favor or against the candidates.

    Rules for attendees and media

    Each candidate will be able to attend the debate accompanied by three peoplewhich includes: a family member of the candidate’s choice; your communicator or political advisor; and head of security, who must be accredited 72 hours before of the debate, with no option to replace them.

    Applause, boos, and shouts are not allowed in the debate. The use of electronic devices on the television set (cell phone, computer, smart watches, tablets, etc.).

    They will not be able to enter advertising material alluding to the campaigns on the television set (flags, banners, posters).

    The private and community social media of the respective territorial district may connect to the signal and broadcast the debate live, as determined in current regulations.

    During the transmission of the obligatory debates for the dignities of mayors and prefectures, the broadcast will be suspended. election advertising in audiovisual communication services and public affairs of government acts.

    The media will also not be able to carry out opinion programs during programming breaks in the debate.

    Security measures

    By measures of strict securitywill not be allowed restricted entry journalists, photographers, cameramen or staff from public, private and community social media or the candidates’ press team during its development on the set of the debate.

    A photographer or cameraman for each candidate may be accredited as staff of the press room and will have access only to the area designated for the media.

    The Provincial Electoral Delegation will coordinate with the national and local security forces the appropriate security measures. It is recommended to include in the security protocols a system of bomb raid on the premises, possible traffic closure in the area where the debate is held, and establish communication and coordination mechanisms with the police, firefighters, security teams of the candidates and other key actors.
