The municipality has argued that the improvement and modernization of the 15 blocks of José Pardo Avenue will be carried out due to the deterioration of the asphalt pavement, the lack of signage and the wear and tear of street furniture, which affects, it said, the safety and comfort of pedestrians and drivers.
Once the work is completed, Av. José Pardo will have new pavement, as well as renewed street furniture, which includes benches, bollards, flower pots, trash cans and streetlights with LED lighting. The intervention and improvement of green areas is also contemplated, in order to optimize the landscape component of the avenue.
The Commerce was able to learn that the vehicular detour plan that will be applied, given the closure of Av. José Pardo, implies that Dos de Mayo and Enrique Palacios avenues are for public service, while private vehicles must use Berlin and Gálvez streets.

In order not to affect vehicular traffic on José Pardo Avenue, the project will be developed in three stages. The first will be from Av. Espinar to Miguel Grau Park, while the second and third will be from Av. Espinar towards the Miraflores oval. The Urban Mobility Deputy Management has prepared a proposal for a vehicular detour plan to mitigate the impact of the works on neighbors and users of this road.
José Pardo Avenue is one of the main roads in Miraflores because it interconnects with Arequipa, José Larco, Diagonal and Ricardo Palma avenues. It is named after José Pardo y Barreda, who was president on two occasions: 1904-1908 and 1915-1919.
The cost of repairing Pardo Avenue will be more than one million soles for each block, indicated the councilor.
Renato Otiniano, councilor of the Municipality of Mirafloresnoted that the cost of the work on José Pardo Avenue will be more than one million soles for each block, since said road has 15 blocks and will require an investment of 15.8 million soles.
“There have already been speculations about the proportion of the costs, a fairly high cost, at a rate of more than one million soles per block, and it has made us think a little in relation to the comprehensive budget for the work on Av. Pardo,” said the Miraflorino councilor to The Commerce.
In addition, he stressed that there is concern among the neighbors about the deadline in which the project will be executed, since it has been reported that it will be 120 days, but he considered that what was established will not be met, since he recalled that the work on the Peace Bridge, Grau Street, Comandante Espinar Avenue and the remodeling of the Miraflores oval pool exceeded the announced deadline.
“The concern arises from the issue of the time taken by this management and the process to award this relevant work in the district,” he said.

Another point that Otiniano influenced is that the renovation of Av. Pardo was carried out in the last year of Carlos Canales’ administration, when the delegation of powers to intervene in a metropolitan road could have been previously managed, as he said, before the Municipality of Lima, since he recalled that both mayors are from the Popular Renewal party. “The abandonment of José Pardo Avenue has been incredible. The management (of Canales) for a long time has been indifferent, claiming that this is the responsibility of Metropolitan Lima,” he asserted.
In addition, he emphasized that Pardo Avenue is abandoned because the last time it was maintained was during the administration of former mayor Jorge Muñoz. “Luis Molina’s management hid behind the issue of the pandemic and relegated the maintenance of the district’s important roads,” said Otiniano.
Regarding the work itself, the Miraflores councilor announced that the avenue on Av. José Pardo will only be for pedestrian use, so bicycles will no longer be able to circulate, as has been happening in recent years, despite the protest of neighbors. For this reason, he proposed that the cycle path on Av. Dos de Mayo be improved, which is parallel and has not been fully implemented.

Celso Graña, former delegate of zone 4 of Miraflores, where the work will have an impact on Av. José Pardo, questioned the Municipality of Miraflores for, as he said, not placing a concrete base on said road, despite the fact that it is a track with high vehicular traffic. This newspaper tried to collect the municipality’s version but there was no response.
“The only thing they are going to do is lay the track and put the asphalt on top, but that is going to break. They must place three inches of concrete, as recommended on this type of high-traffic roads, otherwise it will not hold up,” Graña told The Commerce.

He stressed that the works carried out should be similar to those carried out on Comandante Espinar Avenue, since it also supports a high vehicular load.

Graña stated that a small group of neighbors have been informed of the scope of the project in a meeting, despite the fact that more than 45 thousand people reside around the project.
Like councilor Renato Otiniano, Celso Graña expressed his concern about the deadline in which the Municipality of Miraflores will deliver the work, as he recalled that in other projects the deadline has been exceeded, which, he said, harms the neighbors, as happened with the work on Bolognesi Street.
He warned that the work that will be carried out in the section between Comandante Espinar Avenue and the Miraflores oval will have a significant impact on the residents of the surrounding areas, since traffic congestion will be accentuated.
Pardo Avenue needs more sidewalks
Aldo Facho, urban architect specialized in urban planning and design, highlighted that Av. Pardo is a metropolitan road that is connected to other avenues, so any modification in its design can impact other roads.

However, he stressed that said Miraflores avenue, despite having a central pedestrian part, does need more sidewalks, as he assured that the various constructions have taken away space from the area where pedestrians travel.
In addition, he considered that the Municipality of Lima should have carried out the work so that “the impact is real and better in the way we use the road.” “The metropolis has ignored its metropolitan roads and that does not allow these works to have a better impact on the use of the road, especially for pedestrians,” he said.
