The Doha playbook: How Qatari diplomacy can pivot to resolve the Sudan crisis

As my time as Ambassador of the Kingdom of Sweden to the State of Qatar comes to an end, I find myself reflecting on how much has changed since my arrival in Doha in 2022.

At the time, Qatar was preparing to welcome the world for the FIFA World Cup. The energy was unmistakable, as was the scale of ambition. Beneath the surface, the tension was also palpable: could Qatar pull off a feat nobody thought possible? As the championship unfolded flawlessly, what impressed me was not only the meticulous organisation behind the tournament, but also the confidence and generosity with which Qatar opened itself to millions of visitors. Sweden’s most famous footballer in recent times, Zlatan Ibrahimović, later rated the experience “10 out of 10”. From what I witnessed, that assessment is difficult to dispute.

It was a remarkable introduction, but it soon became clear to me that the World Cup was only one part of a much larger story. Over the four years that followed, I saw Qatar continuing its ascent as a global political, economic and diplomatic actor. I also had the privilege of seeing the relationship between Sweden and Qatar intensify in strength remarkably.

Many years in diplomacy have taught me that the real crux of a bilateral relationship lies not primarily in agreements and memoranda, but mainly in personal relations that build trust, openness and the willingness to remain engaged, even when circumstances become difficult.

The historic visit of Amir H H Sheikh Tamim bin Hamad Al Thani to Sweden in September 2024 was a defining moment in this journey. It infused new energy and direction to our cooperation, and resulted in agreements spanning peace and mediation, trade and investment, humanitarian cooperation, transport, social development, innovation and technology. The visit of Her Majesty Queen Silvia of Sweden to Qatar in February 2025 was another pivotal moment; the first-ever visit of a Swedish Royal to Qatar. Her Majesty’s visit in support of young people, through her foundation Mentor Arabia, was conducted under the patronage of H H Sheikha Moza bint Nasser, reflecting values that both countries share: social responsibility, education and a commitment to future generations.

This momentum continued through regular consultations, around ten ministerial visits in both directions, and deeper contacts between our institutions and business communities. The visit of Qatar’s Prime Minister and Minister of Foreign Affairs to Stockholm in January 2026 and of Sweden’s Minister for Foreign Affairs to Doha in June 2026 confirmed the sustainability of our relations. I am happy to note that during the past four years, Sweden and Qatar have had more high-level bilateral interactions than in the previous five decades of diplomatic relations!

The rapprochement has taken place at a time when diplomacy has become more demanding due to the wars and tensions in the region and beyond. Seen in this light, Qatar’s role in mediation and humanitarian diplomacy has become especially significant. Effective mediation requires patience, discretion and the ability to engage where others cannot. Sweden highly appreciates the efforts of Qatar in this regard and looks forward to working more closely together in the areas of mediation, conflict resolution and humanitarian assistance.

On the economic side, Sweden is already visible and well-established in Qatar through household names, such as ABB, AstraZeneca, IKEA, Ericsson, H&M, Scania, Volvo and Saab. Yet further opportunities lie beyond the familiar names: the past few years have seen Swedish strengths in innovation, design, and sustainability increasingly matching Qatar’s ambitions regarding economic diversification, green transition and advanced technologies.

Web Summit Qatar has become an important meeting place for Swedish startups and innovators and Qatari partners, while the Qatar Research, Development and Innovation Council has created close links with Swedish universities and institutions in life-sciences. The visit of the Swedish Minister for Trade and Development Cooperation to Doha in September 2025, with a large business delegation, testified to the growing Swedish interest in Qatar. The visit also witnessed the birth of the Qatar-Sweden Business Council, whose second meeting is slated for Stockholm later this year. Defence, security and resilience have also become more important in our dialogue – and the regional conflict has accelerated this development. Our cooperation ranges from traditional military defence to cybersecurity, secure telecommunications, civil preparedness and critical infrastructure.

Beyond the diplomatic, political and economic aspects, let me also share some of my more personal reflections. Living in Qatar has given my family and me a deeper appreciation of the country’s rich culture and social fabric. I have come to admire the importance placed on family, heritage and personal trust. The concept of the majlis expresses this clearly: hospitality is not merely ceremonial, but part of how relationships are created and sustained.

Some of my strongest memories derive from places far removed from exclusive meeting rooms: the bustle of Souq Waqif, the serenity of Zulal resort in Al Ruwais, the stillness of the desert and the magnificence of the Corniche skyline. For a book-lover like me, Qatar National Library became a particular favourite, an oasis of learning where one could recharge one’s batteries after a long working week. Above all, what I take with me from my sojourn here is a sense of gratitude for the tremendous warmth and generosity shown to Sweden and me by Amir H H Sheikh Tamim bin Hamad Al Thani during my tenure. I am equally grateful to the Government of the State of Qatar, the Qatari Ministry of Foreign Affairs and the Embassy of Qatar in Stockholm for their untiring cooperation and support.

My thanks also go to our partners across business, academia, culture and the humanitarian sector, to the Swedish community and Swedish companies in Qatar. Not least, I am immensely proud of the highly professional Swedish Embassy team for its unceasing efforts to promote our country.

Superficially, there are perhaps no two countries more different than Qatar and Sweden: winter cold and darkness versus scorching desert sunlight, individualistic and self-dependent Western culture compared to the more traditional family-oriented culture of the Gulf. The northern lights, the midnight sun, our mountains, forests and lakes offer a striking contrast to the landscape of Qatar. Yet at the same time, both countries are shaped by the extremes of nature and the seasons. Our national characters have been shaped by the struggle for endurance in harsh and unforgiving environments. Experiencing these contrasts has enriched my life forever, and I hope more Swedes and Qataris will undertake this journey of mutual discovery and friendship in the years to come.
