Beyond the final whistle: Qatar’s evolving sport diplomacy post-2022

From October 31 to November 13, Senegal is hosting the fourth Summer Youth Olympic Games, bringing together around 2,700 young athletes from across the world. More importantly, Dakar 2026 is the first Olympic sporting event ever staged on African soil. It is therefore much more than a youth competition. It represents a symbolic shift in the geography of the Olympic Movement: Africa is no longer only contributing athletes and champions to the Olympic story; it is now hosting an Olympic event itself.

Africa’s relationship with the Olympics has a long and powerful history. One of its most iconic moments came at the Rome 1960 Games, when Ethiopia’s Abebe Bikila ran barefoot through the streets of Rome to win the marathon. His victory became symbols extending well beyond athletics, arriving at a time when many African nations were achieving or approaching independence.

In subsequent decades, generations of athletes from Ethiopia and Kenya transformed distance running. North African athletes made their mark in middle-distance running, boxing, athletics and other sports, while South Africa’s return to the Olympic Movement following the end of its apartheid-era exclusion added another chapter to the continent’s complex Olympic history.

This is what makes Dakar 2026 particularly significant. Hosting a multi-sport event requires something different from producing world-class athletes. It demands infrastructure, transport, accommodation, security, event management, volunteers, broadcasting capabilities and coordination between governments, sporting organisations and international federations. For Senegal, and for Africa,  the Youth Olympic Games are therefore an opportunity to demonstrate organisational capacity as much as sporting potential.

The Youth Olympic Games were created partly to connect Olympism with younger generations. This challenge has become even more significant as the sporting and media worlds have changed. Young audiences today have far more choices than previous generations. Traditional Olympic sports compete for their attention with emerging sports, esports, digital entertainment, social media and new forms of short-form content. Even the way young people follow established sports has changed dramatically. The Youth Olympic Games introduce young athletes not simply to international competition but also to Olympic values, cultural exchange and education. Dakar 2026 includes 25 competition sports alongside additional engagement sports and educational and cultural activities. The participation framework also gives particular attention to African representation while maintaining equal numbers of quota places for women and men.

For Qatar, the Games offer an opportunity not only to participate in an historic Olympic event but also to demonstrate how its growing experience in international sport can contribute to development initiatives elsewhere.

One particularly symbolic moment came with the inauguration of the first BAL4HER basketball court in Guédiawaye, on 31 October. The project, developed through a partnership between Qatar Foundation and the Basketball Africa League, aims to expand access to basketball, particularly for girls. Qatar also provided Senegal with 15 buses and security equipment to support preparations for the Youth Olympic Games, drawing on its experience of organising major international sporting events, particularly the FIFA World Cup 2022. The cooperation between Qatar and Senegal suggests the emergence of another possibility: South–South cooperation in sport development, in which countries outside the traditional centres of global sporting power exchange resources, expertise and institutional experience.

These initiatives also carry significance in the context of its interest in hosting the 2036 Olympic and Paralympic Games. They offer an opportunity to demonstrate that its Olympic ambitions are connected not only to the capacity to stage major competitions but also to a wider understanding of sport as a vehicle for international cooperation, inclusion and development.
