Vietnam’s Minister of Public Security has expressed strong support for Cambodian Deputy Prime Minister and Minister of Interior Sar Sokha’s initiative to establish a trilateral mechanism involving Cambodia, Laos, and Vietnam to enhance information sharing and coordination in combatting transnational crime, particularly online scams.
The proposal received backing from General Luong Tam Quang, Vietnam’s Minister of Public Security, during a bilateral meeting with Deputy Prime Minister Sar Sokha at the Ministry of Interior on Monday. The meeting took place ahead of the Second Cambodia-Laos-Vietnam Ministerial Meeting, hosted by Cambodia today.

Sokha proposed the creation of a trilateral liaison mechanism, with designated officials from the three countries tasked with exchanging intelligence, coordinating operational procedures, and strengthening cooperation in addressing cross-border crimes, including online scam operations and immigration-related issues.
According to Sokha, the proposed mechanism will facilitate faster and more effective information exchange among the three countries, enabling timely responses to emerging security threats. The initiative would also allow authorities to share blacklists of foreign nationals involved in criminal activities, coordinate immigration procedures, and facilitate the repatriation of individuals found to have committed crimes across borders.
Both sides agreed to encourage senior officials from their respective ministries to continue discussions alongside the ministerial meeting with the goal of turning the proposed mechanism into a practical framework that would enhance cooperation in preventing, combatting and suppressing transnational crimes.
In addition, the two ministers reviewed the implementation of existing annual bilateral cooperation mechanisms, exchanged experiences and reaffirmed their commitment to fully implementing agreements reached by both countries leaders to further strengthen security cooperation.
