The Presidential Council said in a statement that it held a meeting on Sunday, in accordance with a previously issued invitation, despite the continued absence of Mossa Al-Koni, who remains abroad.
According to the statement, the Council unanimously approved the decisions presented during the meeting, stressing that the sensitive stage Libya is currently facing requires state institutions to convene on a permanent and regular basis.
The Council also emphasized that, in its capacity as the Supreme Commander of the Armed Forces, it is obliged to assume its national responsibilities and take the necessary sovereign decisions and measures to safeguard the country’s security and stability, protect its institutions, and ensure they continue to perform their duties in accordance with the law.
Before the statement was issued, Presidential Deputy Head Mossa Al-Koni said the Council had failed to reach an agreement on appointing a new head of the General Intelligence Service and a new Chief of the General Staff.
Writing on his personal X account, Al-Koni said: “A briefing to the public… The Presidential Council met today to select the head of the General Intelligence Service and the Chief of Staff, but we have not yet reached an agreement.”
Al-Koni provided no further details about the meeting or the reasons behind the anticipated changes to the positions of intelligence chief and army chief of staff.
Sources close to the Presidential Council said Al-Koni objected to the dismissal of Hussein Al-Ayeb as head of the General Intelligence Service and his replacement by Abdulmajid Al-Mleigta.
The sources added that Al-Koni conditioned his approval on the appointment of Khaled Haftar as Chief of Staff, a proposal rejected by Abdullah Al-Lafi. With no consensus among the members, the meeting proceeded in Al-Koni’s absence, and the Council approved the decision to dismiss Al-Ayeb and appoint Al-Mleigta, despite Al-Koni’s earlier assertion that such a move would not take place.
