In statements to RPP, the regional authority indicated that the decision was communicated by civil society organizations, which announced the radicalization of protest measures throughout the region.
“On Tuesday, starting at 00:00, civil society communicated through the media that they are going to radicalize the protest measure throughout the Moquegua region in an indefinite strike.”he stated.
Gutiérrez maintained that behind the legislative initiative there would be an economic interest related to the future mining canon that would generate an eventual expansion of the Southern Peru company. Likewise, he stated that for several years it has been maintained that the Toquepala mining operation reaches territories that Moquegua considers its own.
The governor called on the President of the Republic to observe the law and return it to the Congress. In addition, he proposed the formation of a working group made up of representatives of Moquegua and Tacna in order to define the territorial limits between both regions.
Gutiérrez also reported that this Tuesday, at 8:00 am, he will travel to Congress along with the mayors of Moquegua to request a meeting with the president of Parliament, Fernando Rospigliosiwith the objective of requesting speed in the submission of the law’s signature to the Executive Branch for evaluation.
The regional authority indicated that he hopes that the head of Congress receives the delegation and listens to the approaches of the Moquegua authorities, considering that the Executive has the possibility of avoiding a larger social conflict in the south of the country.

Likewise, he warned that the region could face a new “Moqueguazo” with the beginning of the indefinite strike and stated that the population is not willing to give up territory. He added that the authorities have as a priority the defense of the territorial integrity and natural resources of the region.
Finally, Gutiérrez maintained that, if the Executive power enacts the norm, a social conflict will be generated that, according to what he indicated, could escalate in the south of the country in a context of government transition.
