It is said that it is important that this is valid both when assessing the possibilities to receive social allowance, as well as compensation for housing heating and water costs, as well as social support for students, as well as an additional child benefit for children of needy families, etc.
According to Minister Jūratė Zailskienė, every financial decision must be well weighed and considered.
“If a person decides to withdraw the accumulated money, for example, he stops the accumulation in the second stage of pension accumulation – he leaves through the so-called “window” until 2027. end – that money becomes his income. This means that they will be included in the assessment of what cash social support or social services a person is entitled to. In other words, in certain cases, this may lead to a decrease in the amount of cash social support or its loss. This should be evaluated and kept in mind”, reminds the minister.
Cash social assistance is given to needy people based on income and assets. Normally, the income for receiving the support is calculated based on the average income of the three previous months before the month from which the support is granted.
Currently, the end of the second quarter of the year is approaching, when residents who have submitted requests to stop accumulating pensions will receive their accumulated money by mid-July at the latest. This means that if, for example, a person applies for social allowance or compensation for home heating costs in September, the funds withdrawn will be considered as income and may affect the allocation of support and/or its amount in the short term – for a maximum of 3 months. In addition, people who receive cash social assistance are obliged to notify municipalities if their financial situation has changed or other circumstances have arisen for the allocation of assistance – this must be done within a month.
It is important to know that the paid-out pension assets accumulated in the pension fund are not assessed when providing cash social support in three cases: when a person withdrew from pension accumulation because he was assigned 70%. and a higher participation rate if palliative care is prescribed, as well as if he is diagnosed with a serious illness, approved by the Minister of Health and the Minister of Social Security and Labour.
It is also relevant that if a person has debts and the bailiff collects the funds received from the second tier of pensions, when assessing the income of the person (family) to receive monetary social support, this amount is included in the income, except in cases where the funds are collected for child support (alimony).
SADM reminds that people whose income per person per month does not exceed 1.1 of the state-supported income (VRP) are entitled to receive the social allowance. This year it is 256.3 euros.
Indigent residents are compensated for the part exceeding 10 percent of the house heating. of the difference between the income and 2 VRP amounts (this year – 466 euros) for each family member or 3 VRP amounts (this year – 699 euros) per resident. Compensation for drinking water can be obtained when drinking water costs exceed 2%, and compensation for hot water – when costs exceed 5%. personal or family income.
Residents facing financial difficulties must apply to the municipality of their place of residence for monetary social support.
