The names of Aixa Gabriela Zelaya and Eduardo Enrique Fuentes have gained relevance in the Honduran political and electoral scenario due to their appointment as interim advisors in the National Electoral Council (CNE) after the licenses granted to Ana Paola Hall and Cossette López.
Aixa Zelaya She is a lawyer and notary graduated from the José Cecilio del Valle University and has a master’s degree in Criminal Law from the University of Talca, Chile.
He also studied Business Administration at the Central American Technological University (Unitec), complementing his legal training with knowledge in institutional management.
Between 2024 and January 2026 he was in charge of an address in the National Registry of Persons (RNP), one of the fundamental institutions for electoral processes due to its responsibility in issuing identity documents and updating citizen records.
During his management he was in charge of the administrative and operational coordination of the entity.
Her career in the public sector also includes positions as legal director and legal advisor of the Ministry of Natural Resources and Environment (Serna), where he participated in regulatory processes and legal support for public policies.
Likewise, he represented the State of Honduras before the Inter-American Court of Human Rights in different international proceedings.
In addition to his institutional experience, Zelaya has practiced law independently for more than a decade and has taught classes at the Faculty of Law of the Technological University of Honduras (UTH).
In the political sphere, she has maintained active participation within the Liberal Party, where she was executive director of the Central Executive Council of the Liberal Party (CCEPL) and candidate for presidential appointment.
Track record in electoral oversight and transparency
For his part, Eduardo Fuentes has a career closely linked to public administration and the electoral system.
He has postgraduate studies in public management, including a doctorate in Public Management and a master’s degree in Government and Public Administration, in addition to having participated in academic programs promoted by the United States Department of State on democracy and governance.
Fuentes has more than eight years of experience in organizations related to electoral organization, political financing and institutional strengthening.
He has held management positions within the National Electoral Council itself and participated in processes linked to the planning and execution of elections.
One of the most relevant positions in his career was that of commissioner of the Financing, Transparency and Control Unit for Political Parties (UFTF), known as the Clean Politics Unit.
From that position he promoted actions related to the supervision of resources used by political parties, accountability and compliance with electoral financing regulations.
