SPAK issues 10 arrest warrants, assets worth 150 million Euros are seized – Shqip.com

SPAK has hit another criminal group, a suspected international network of cocaine trafficking and the laundering of criminal products.

In the official announcement, SPAK clarifies that arrest warrants have been executed and that numerous assets have been seized.

During the investigations, it was also discovered how the criminal groups operated in drug trafficking.

SPAK hits another suspected international network of cocaine trafficking and laundering of proceeds of crime; arrest warrants are executed and numerous assets are seized

The Special Prosecutor’s Office against Corruption and Organized Crime, within the framework of criminal proceedings no. 138 of 2020, has finalized a complex operation against a structured criminal group, involved in the international trafficking of narcotics and the laundering of criminal products, suspected of criminal offenses:

1. “Narcotics trafficking”, carried out in the form of special cooperation, that of a structured criminal group;
2. “Cleaning of the products of the criminal offense”, carried out in the form of special cooperation, that of a structured criminal group;
3. “Structured criminal group” AND “Commitment of criminal offenses by a criminal organization or structured criminal group”;

These offenses are provided respectively by articles 28/4, 283/a, 287, 333/a and 334 of the Criminal Code.

On the basis of the request of the Special Prosecutor’s Office, the Special Court for Corruption and Organized Crime with decision no. 36, dated 15.6.2026, has determined the measure of coercive personal insurance,“Arrest in prison”, provided by article 238 of the Code of Criminal Procedure for 10 Albanian citizens:

On 16.6.2026, the General Directorate of the State Police carried out inspections of residences and other places to carry out the execution of security measures. During the operation, the security measure was executed against the person under FM investigation

Meanwhile, the search for finding and arresting 2 other people, who are suspected to be in Albania, continues, while 7 people under investigation are not in Albania. For their arrest, SPAK is cooperating with the law enforcement agencies of other countries.

Pursuant to court decisions, 23 checks were carried out against persons, apartments, offices of commercial companies and natural persons.

International drug trafficking

During the years 2019-2021, this group has operated in Latin America, Brazil, Belgium and the Netherlands. From the conducted investigations, the suspicion was created that the investigated persons trafficked for the above period at least 50 tons of cocaine.

During the investigation, the necessary evidence was collected, of which 5 episodes of cocaine trafficking in large quantities were proven. During them, they were seized in total 8 tons and 960 kg of cocaine-type narcotics and specifically:

Episode 1 – May 11, 2020 – Trafficking of an amount of 700 kilograms of cocaine-type narcotics, seized in the port of Waasland (Antwerp), Belgium, found in a container with car spare parts, unloaded from a ship coming from China.

Episode 2 – June 6, 2020 – Attempted trafficking of an amount of 2,010 kilograms of cocaine, seized in Guayaquil, Ecuador. The narcotic had as its final destination the Netherlands and had three different logos stamped on it (Jaguar, Eagle and BB).

Episode 3 – August 16, 2020 – Trafficking of an amount of 1100 kilograms of cocaine, seized in Rotterdam, the Netherlands. This shipment had arrived at the port of Rotterdam by a sea vessel from the Port of Guayaquil, Ecuador.

Episode 4 – December 16, 2020– Trafficking of an amount of 4.1 tons of the narcotic substance cocaine, seized in the port of Rotterdam, the Netherlands. This shipment had arrived at the port of Rotterdam by a sea vessel from the Port of Guayaquil, Ecuador.

Episode 5 – 03 February 2021– Attempted trafficking of an amount of 1 ton and 50 kg of cocaine, seized in Colombia with final destination France.

Investigations have shown that in addition to the above episodes, the members of the criminal group trafficked from Latin America to European countries tens of tons of cocaine, which was trafficked and sold to other people. From the realization of this activity, considerable income has been secured.

Money laundering

From the investigations, it has been proven that a significant part of the income benefited from the international traffic of cocaine was transferred to Albania, in the monetary form “cash” to avoid the banking system in the first stage and then they were invested in real estate, in the creation and purchase of shares of commercial companies, various companies mainly in the field of construction, hotel, consultancy, etc.

Through these investments, it is suspected that the products of criminal activity were cleaned, hiding their illegal origin and enabling their integration into the economy and legal financial circulation.

After the injections of “cash” into the accounts of the company “A.. R.. H…” sh.pk, in order to “justify” future investments, in the months of May 2021 – June 2021, it turns out that the company “A.. R.. H…” sh.pk has started its activity in the construction sector. It is suspected that, in order not to immediately attract the attention of law-enforcement structures, the person under IA investigation directed that the company initially appear as a subcontractor for housing construction. The appearance of the company in this way would again “justify” the future cash flows and the expected expansion in the construction sector.

According to preliminary investigations, it is suspected that the money laundering scheme was carried out through the fictitious purchase of capital shares in commercial companies, at prices many times lower than the nominal value, in order to take control of the companies at minimal cost. Funds have been circulated through loans between individuals and related companies, with the aim of creating a fictitious economic history and losing track of the origin of the money, before its integration into the formal economy.

At the request of the Special Prosecutor’s Office, the Special Court of First Instance for Corruption and Organized Crime with decision no. 438 dated 15.6.2026 has imposed the property insurance measure “Preventive Sequestration”, provided by Article 274 of the Code of Criminal Procedure in relation to 491 movable and immovable assets, directly or indirectly owned by persons under investigation, which includes the assets as follows:

1. The assets of the company “A.. R… H..” sh.pk, with headquarters in Tirana, Elbasan, Durrës, Korçë, etc., in the possession of the person under investigation IA, including any movable and immovable assets, assets of the trading company, real rights to third parties, parts of the capital, as well as the shares of the company;
2. The assets of the company “G…I…”, sh.pk, with headquarters in Tirana and Fier to the extent of 50%, which belong to the person under investigation IA, including any movable and immovable property, assets, rights to third parties, part of the capital, as well as the company’s shares;
3. The assets of the company “S… d…” shpk, with headquarters in Hamallaj, Durrës, to the extent of 100%, which belong to the person under investigation IA, including any movable and immovable property, assets, rights to third parties, part of the capital, as well as the shares of the company;
4. Quotas of the company “ARH Security shpk, with headquarters in Tirana and Elbasan to the extent of 100%, which belong to the person under investigation IA, including any movable and immovable property, assets, rights to third parties, part of the capital, as well as the shares of the company;
5. The assets of the company “A… C…” sh.pk, with headquarters in Tirana, including any movable and immovable property, assets, rights to third parties, part of the capital, as well as the company’s quotas;
6. The assets of the company “F&XH C…” sh.pk, with headquarters in Tirana, including any movable and immovable property, assets, rights to third parties, part of the capital, as well as the company’s quotas;
7. The assets of the company “A…- I…”, sh.pk, with headquarters in Tirana, including any movable and immovable property, assets, rights to third parties, part of the capital, as well as the company’s quotas;
8. Quotas of the company “STNPM sha”, with headquarters in Tirana, to the extent of 50%, which belong to the partner Company “A… – I…” including any movable and immovable assets, assets, rights to third parties, part of the capital, as well as the shares of the company to the extent of 50%;
9. Quotas of the commercial entity “Sh. B” Physical Person, with headquarters in Tirana to the extent of 100%, which belong to the partner “Sh. B.” including any movable and immovable property, assets, rights to third parties, shares of capital, as well as shares of the company;
10. The assets of the commercial entity “O …E. O…” PF, natural person with headquarters in Elbasan, including all movable and immovable assets, assets, rights to third parties, parts of the capital, as well as company quotas.
11. 266 real estate types of arable land, plot of land, hotel, parking post and apartments, located in Tirana, Durrës, Elbasan, Hamallaj, Lezhë, Shkodër, Himarë, Sarandë, among which we can list:

• • 121 real estate, such as villas, apartments, duplexes, parking lots, etc. to “Multi-functional touristic, residential and commercial complex (Porto Lalzi/Lalzi Marina Seaside)”, located in Hamallaj, Lalzi Bay, Durrës.
  • Hotel function structure 1,2,3,4 floors above ground and 4 underground, located in Dhërmi, Himare Municipality;
  • Construction area of ​​2855 m2, in the 6-storey residential building located in Qerret Kavajë;
  • The object “Hotel Elisa Tirana”, affiliated by Melia “Hotel structure 2, 4, 5, 8 and 10 floors in 3 underground floors at the address on Dibra street” Tirana
  • Villa in the Altrea Rezidence complex,. Tirana;
  • Diamond Hill Villa;
  • Villas and service units in “Braca residence Diamond Hill”, in Durrës;
  • Real estate in the residential complex of villas in the Mjull Bathore area of ​​Tirana, in “Astoria Residence;
  • 32 apartments, 6 commercial/office units and 52 parking spaces in the residential and service building with 1, 8, 9 and 34 floors above ground and 4 underground floors located at str. Xhanfize Keko, Tirana;
  • 2 residential buildings 2 and 3 floors with 2 and 3 underground floors (residential and parking) with surrounding wall, st. “Herman Gmainer”;
  • Some real estate in the 2,5,7 and 9-floor residential and service building with 2 floors of underground parking” Rr. Ali Visha Unit 2, Tirana.

12. Vehicles of different brands and types (technological vehicles for construction, freight transport or vehicles and boats;
13. 209 bank accounts belonging to different legal or natural persons, as well as citizens under investigation, or persons related to them.

The total value of the seized assets is suspected to be approx 150 (one hundred and fifty) million euros. During the investigations, the exact value of the seized assets will be verified.

On June 16, 2026, the State Police and the Assets Administration Agency started the procedures for the implementation of the decision to seize the above assets.
