Bloomberg and Al-Arabiya published the text of the draft memorandum of understanding between the United States and Iran, which is expected to be officially signed in Switzerland on June 19, paving the way for 60 days of talks aimed at finally ending the war and imposing new strict restrictions on Iran’s nuclear program, Armenpress reports.

1. Tehran, Washington, and their allies declare an immediate and final cessation of hostilities on all fronts, including in Lebanon, and pledge to refrain from taking any hostile action against each other and refraining from the threat or use of force against each other.
2. The Islamic Republic of Iran and the United States pledge to respect each other’s sovereignty and territorial integrity and refrain from interfering in each other’s internal affairs.
3. Iran and the US commit to negotiate and reach a final agreement within a maximum of 60 days, which can be extended by mutual agreement.
4. Immediately after the signing of the Memorandum of Understanding, the United States shall lift the naval blockade and prevent any interference or obstruction against Iran, and restore shipping within a maximum of 30 days. The United States also commits to withdrawing its forces from the surrounding areas within 30 days of the conclusion of the final agreement.
5. Following the signing of the Memorandum of Understanding, the Islamic Republic of Iran will take immediate steps to ensure that the movement of commercial vessels from the Persian Gulf to the Sea of Oman and vice versa resumes within 30 days at pre-war levels, taking into account the need for Iran to remove technical obstacles and demining.
6. The United States is committed to working with its regional partners to create a comprehensive, mutually agreed-upon plan for the recovery and economic development of the Islamic Republic of Iran, while providing at least $300 billion in financing. The mechanism for implementing this plan will be formulated as part of the final agreement within 60 days.
7. The United States is committed to lifting all current sanctions against Iran under the final agreement, including resolutions of the UN Security Council and the International Atomic Energy Agency (IAEA) Board of Governors, as well as all unilateral US sanctions, both primary and secondary.
8. Iran reaffirms that it will never produce nuclear weapons. The Islamic Republic of Iran and the United States agreed that the fate of enriched material and all other mutually agreed nuclear-related issues, including the fate of Iran’s nuclear needs, would be adequately addressed in the final agreement.
9. The Islamic Republic of Iran and the United States agree that they will maintain the status quo until a final agreement is reached. Iran will maintain the status quo on its nuclear program, and the United States will not impose new sanctions on Iran or strengthen its forces in the region.
10. The United States undertakes that immediately after the signing of this Memorandum of Understanding and until the date of the lifting of sanctions, the United States Department of the Treasury will provide concessions for the export of Iranian crude oil, petrochemical products and related services, including banking, insurance, transportation, etc.
11. The United States is committed that, in light of progress in negotiations on a final agreement, frozen or restricted funds and assets of the Islamic Republic of Iran will be released and made fully available.
12. Iran and the US agree to establish an implementation mechanism to monitor the successful implementation of the final agreement and its subsequent obligations.
13. After the signing of the MoU and the implementation of Articles 4, 5, 10, and 11 of this MoU and assurances of continued implementation of these steps, Iran and the United States will begin negotiations on a final agreement on the remaining articles only.
14. The final agreement will be approved by a binding resolution of the UN Security Council.
