    Updating the planning and architectural requirements for residential villas and palaces

    Yesterday, His Excellency Mr. Abdullah bin Hamad bin Abdullah Al-Attiyah, Minister of Municipality, issued Resolution No. (108) of 2026 amending some provisions of Ministerial Resolution No. (7) of 1989 regarding the architectural conditions and technical specifications of buildings, in response to the current and future needs of citizens and to enhance the flexibility of residential construction in line with the development of lifestyles and the requirements of the Qatari family.

    These amendments come within the framework of the Ministry of Municipality’s keenness to develop planning and architectural requirements to keep pace with urban changes and community needs, and provide citizens with more flexible options in designing and developing their homes, while preserving family privacy, the quality of the urban environment, and the architectural identity of the state.

    The amendments included more than (20) new updates that were prepared after a comprehensive study of citizens’ needs and the challenges associated with residential construction, with the aim of providing practical and flexible solutions that contribute to facilitating development and expansion, enhancing family stability, and achieving optimal use of housing vouchers in various regions of the country.

    These amendments are among the largest revisions witnessed in the requirements for residential villas and palaces over the past years, due to the importance of keeping pace with the needs of Qatari families and the requirements of modern urban development.

    The Ministry confirmed that the updated requirements will be applied uniformly in all municipalities, ensuring uniformity of procedures and clarity of planning and architectural standards at the state level.

    Greater flexibility

    Among the most prominent amendments is allowing the maximum height of residential villas to be increased to (16) meters including workshops, while updating the heights of palaces to range between (17) and (25) meters according to the areas of the plots and the approved architectural elements.

    The possibility of creating a single internal mezzanine floor within residential villas and palaces has also been introduced for the first time, allowing optimal use of internal spaces and providing more flexible design options for owners.

    In the context of supporting the needs of growing Qatari families, the new requirements provided a number of options for expansion and development, including the possibility of expanding the ground floor of the villa to the borders of the neighbor in accordance with specific controls, and allowing expansion on the first floor above the external hall or annexes, in addition to the possibility of creating an internal wing designated for family members, in a way that enhances family stability and meets the changing housing needs of families.

    The amendments also included allowing the height of the external council to be increased to between (7.5) and (10) meters, and the addition of a mezzanine floor in accordance with specific standards and controls related to regulatory setbacks.

    The amendments also included allowing the addition of a first floor to the external annex with a height of up to 7.5 metres.

    To enhance design flexibility and make optimal use of residential plots, the modifications included reducing a number of architectural setbacks, allowing the first floor to protrude within the front setback of the villa by two metres, and reducing side and rear setbacks in accordance with well-studied controls that take into account residential privacy and the quality of the urban environment. Cosmetic architectural protrusions have also been allowed for villas and palaces, which opens the way for more diverse and distinctive designs, and contributes to improving the urban appearance of residential buildings.

    Enhance privacy

    Taking into account the needs of the Qatari family and privacy requirements, the maximum height of the walls of residential villas was raised to (3.40) meters, and to (5) meters for palaces, in addition to allowing the addition of an independent internal service staircase for the use of domestic workers, which contributes to enhancing comfort and organization within the dwelling.

    In response to recent changes in lifestyles and logistical services, the new requirements included allowing the installation of boxes designated for receiving mail and orders on the external walls of homes, according to specific technical specifications that take into account safety, durability, and general appearance.

    Citizens’ needs

    The Ministry of Municipality explained that these amendments came in response to the actual needs of citizens, and aim to give Qatari families greater flexibility in designing and developing their homes in a way that suits their current and future requirements, while preserving privacy and the quality of the built environment.

    The Ministry confirms that these updates come within the framework of the approved planning and regulatory requirements, which enhances the flexibility of design and construction and meets the housing needs of Qatari families, while maintaining basic planning standards and the quality of the residential environment.

    The Ministry stated that the updated requirements contribute to enabling citizens to make better use of their housing vouchers, and provide broader options for expansion and development, which enhances family stability and quality of life, and supports the provision of a balanced and sustainable urban environment that keeps pace with the aspirations and future needs of society, in line with the goals of the Qatar National Vision 2030.

    The Ministry explained that these requirements will begin to be implemented from the date of publication of the decision in the Official Gazette. It also indicated that it will organize an introductory workshop for consultants and specialized engineering offices, with the aim of reviewing the new updates, explaining the mechanisms for their implementation, and responding to relevant technical inquiries, in a way that ensures the optimal implementation of the requirements and achieving the desired goals.
