The initiative of the Democratic People’s Party (DNP) to schedule a session of the Pljevlja Municipal Assembly to discuss the declaration on the annulment and non-recognition of the decision on the recognition of Kosovo’s independence has so far been signed by five out of a total of ten councilors of the New Serbian Democracy (NSD), despite the position of the top of the party to wait for the effects of a similar initiative that was adopted in the Zeta Municipal Assembly.
According to unofficial information from “Vijesti”, the initiative was supported by four members of the NSD.
In order for the initiative to enter the parliamentary procedure, it needs to be supported by at least 12 councilors. For now, in addition to four Nova councilors, two councilors from the Movement for Pljevlja, two DNP councilors, as well as former SNP councilor Ratko Pejović have given their support, which means that the initiative currently has nine signatures.
At the end of May, the DNP started collecting signatures to hold a special session of the local parliament, where councilors would consider the declaration on the annulment and non-recognition of the decision on the recognition of Kosovo’s independence. In the explanation of the initiative, it is stated that the decision of the former state government to recognize Kosovo was contrary to the will of the majority of the people in Montenegro, and especially to the mood of the citizens of Pljevlja, and that the local parliament should take a clear political position on the issue.
The President of the NSD Municipal Board in Pljevlje and MP Milan Lekić recently announced that his party will wait to see the “scope and concrete results” of the initiative to withdraw the recognition of Kosovo in Zeta Municipality before making a decision on possible support for a similar initiative in Pljevlje. Lekić assessed that for now the practical consequences of the decision made in Zeta are not visible, stating that passengers with Kosovo documents and vehicles with Kosovo license plates continue to function unhindered in that territory.
At least 18 votes of councilors are needed to approve the document. Until recently, the parliamentary majority in the Pljeval parliament had 23 representatives, but the Europe Now Movement (PES), which has three councilors, recently left the ruling coalition.
On the other hand, an independent councilor expressed a negative attitude towards the initiative Milomir Drobnjakwho pointed out that the local parliament is not competent for such matters.
“As a lawyer and legalist, I do not accept that the local parliament deals with issues that are the sole responsibility of the government. Until recently, the gentlemen from the DNP were in the government, and my question for them is: why did they not run for this issue at one of the government sessions? So, my opinion is that in this country everyone should do things within their competence and be responsible for the consequences of their actions, that is, their inaction, whether it is political or legal responsibility,” Drobnjak told the newspaper.
The key role in securing the majority could be played by NSD councilors, who have ten, as well as the Democrats, who have four representatives.
The opposition Democratic Party of Socialists (DPS) believes that this is political populism and an attempt to divert attention from local problems. The head of the councilor club of DPS Marko Tošić he assessed that the initiative goes beyond the jurisdiction of the local parliament.
“It is about pure and very transparent populism, with which the initiators want, first of all, to justify themselves to their voters for six years of disinterest and silence on this topic while they were in the government,” said Tošić.
Councilors in SO Zeta recently voted a declaration on the annulment of the decision on the recognition of Kosovo on the territory of that municipality.
