Prime Minister John Briceño is laying out an ambitious vision for Belize, from a quarter-billion-dollar MCC Compact and a redeveloped Port of Belize to tax relief and more locally generated electricity. But beyond the announcements are pressing questions: Who will pay, how will the money be managed, and can government deliver? News Five’s Paul Lopez reports.
MCC COMPACT
A roughly two-hundred-and-fifty-million-dollar partnership with the United States could help drive some of Belize’s biggest development projects. The Millennium Challenge Corporation Compact was one of the Prime Minister’s headline announcements. What exactly will Belizeans receive from this investment, and when will communities begin seeing the benefits on the ground?

“In the near term, and apart from the historic investments of our capital budget, Belizeans will benefit from the MCC Compact, in partnership with the United States of America, which will deliver energy and education targeted spending valued at some two hundred and fifty million dollars, grant money.”
PORT OF BELIZE REDEVELOPMENT
The Prime Minister describes the Port of Belize redevelopment as the largest infrastructure project in the country’s history, carrying a potential price tag of more than eight hundred million dollars. So, how close is this project to becoming a reality, and what economic benefits does government expect it to generate?

“Next year will also see the start of the largest infrastructure project in Belize’s history, the redevelopment of the Port of Belize, in Belize City. Representing a potential investment of over eight hundred million dollars, the project includes the deepening and widening of the marine access to Belize City, building brand new cargo facilities and finally, erecting a modern cruise tourism gateway.”
SHIPPING COSTS AND CONSUMER PRICES
A modern cargo port may reduce the cost of bringing goods into Belize, but will families actually pay less at the checkout counter?

“Perhaps the most urgent benefit is that a new, modern, more efficient cargo port will reduce the shipping cost of imports, putting money back into the pockets of every Belizean family.”
INCOME TAX RELIEF
The Prime Minister also highlighted recent changes to the income tax system, saying thousands of workers are now taking home more of their earnings. Has that relief been enough to help workers keep pace with the rising cost of living?

“We increased the PAYE income tax threshold to twenty-nine thousand dollars per year, meaning that employed persons resident in Belize earning twenty-nine dollars or less now pay no income tax on that income on that twenty-nine thousand dollars. This change benefited two thousand eight hundred and fifty-one workers, putting approximately two point six million dollars back into their take-home pay, an average of more than nine hundred dollars per worker.”
ACCOUNTABILITY AND DELIVERY
The plans are ambitious and the price tags run into the billions. But for Belizeans, what matters is not what government announces today. It is when those promises become projects and those projects begin improving lives.

“The urgently needed new domestic electricity generation will commence construction in the coming months, with the objective of building a total of one hundred and twenty megawatts of solar power and forty megawatts of battery storage. Six years ago, there was no plan for power generation independence. Today, we have successfully arranged one hundred and twenty-seven million US dollars in ready financing from the Saudi Fund and from the World Bank.”
From the MCC Compact and Port of Belize redevelopment to tax relief and new energy investments, the Prime Minister is betting on major projects to shape Belize’s future. But Belizeans will judge their success not by the size of the announcements, but by whether these initiatives lower costs, create opportunities and improve everyday life.
