Toll roads under construction in Uzbekistan. What is the price determined?

The government of Uzbekistan, with the support of international financial organizations, is starting to build toll roads from Tashkent to Samarkand, Andijan and Chorvok, as well as between Urganch and Khiva. In particular, the length of the Tashkent-Samarkand road, whose value is estimated at 2.25 billion dollars, is 282 km, and the travel time is expected to be reduced to 2-2.5 hours. According to the preliminary estimates of the authorities, the prices may be around 100,000 soums for 200 km or less than 5 cents per kilometer.

As an alternative to free roads, developed countries have established toll roads to reduce traffic congestion, save time on important routes for residents and freight transport, accelerate economic activity and develop infrastructure. Uzbekistan also has several plans in this regard.

With the support of international financial organizations, the government wants to start building toll roads from Tashkent in the directions of Samarkand, Andijan and Chorvok, as well as between Urganch and Khiva in 2026. Before that, the deadlines were postponed several times. So what is known about the toll roads, what will the prices be?

    Tashkent-Samarkand road

The Tashkent-Samarkand toll highway starts from the Tashkent ring road in Sergeli district and runs parallel to the existing highway. Asliddin Isayev, deputy director of “Avtoyolinvest” agency, said this informed.

The total length of the project, estimated at $2.25 billion, is 282 km. It is planned that the highway will have 12 entry and exit terminals, and drivers will be able to enter and exit the highway at different points of the road.

The technical characteristics of the road are as follows: 6 traffic lanes, design speed 150 km/h, expected vehicle speed up to 50 thousand per day, lane width 3.75 meters, construction period 5 years.

As a result of the construction of this highway, the travel time from Tashkent to Samarkand is expected to be reduced to 2-2.5 hours. The toll road usage rate has not been determined yet.

    Tashkent-Andijan road

Practical work on the construction of the Tashkent-Andijan toll road passing through the Kamchik Pass will also begin this year. it is being said.

It is noted that the total length of the road connecting the valley regions with the capital will be 314 km. At the initial stage, it is planned to build a 171 km long Tashkent-Angren-Kamchik pass alternative road worth 3.66 billion dollars. A new 4-lane tunnel with a length of 33 km will also be commissioned. The annual cost of the road is estimated at 465 million dollars.

The project is implemented with the support of the World Bank. International consulting company Arup was involved in the full design and implementation of tender processes. Practical work is planned to start during this year.

As a result of the construction of the toll road, the travel time from Tashkent to Andijan is expected to decrease from the current 5-5.5 hours to 2-2.5 hours. Also, it is promised that the highway will be ready for full use even in adverse weather conditions, rain and snow.

    Tashkent-Chorvoq road

Preliminary agreements with Qatar’s Protocol Group and South Korea’s Korea Expressway Corporation for the construction of the Tashkent-Chorvoq toll road achieved. The road is planned to be commissioned after three years.

Currently, the average travel time from Tashkent to Chervok is 80 minutes. Once the new road is built, this will be reduced to around 35 minutes. The total length of the highway is 52 km.

    Urganch-Khiva road

In February of this year, the construction of a toll highway connecting the cities of Urganch and Khiva in the Khorezm region started. The new 35-kilometer highway will replace the existing 34-kilometer road. The total cost of the project is 120 million dollars. The toll road will have a 4-lane, asphalt-concrete surface and will be able to carry 20,000 vehicles per day.

The new road will reduce the travel time between the two cities by 3 times, from 1 hour to 17 minutes. Terminals are located at the starting points and in the middle of the toll road.

    What will the prices be?

So far, the authorities have not released exact figures on how much the toll roads will cost. In October 2025, Hasan Umarov, the chief legal consultant of the Automobile Roads Committee, said that the government will approve the pricing methodology for using toll roads. informed. In this case, it is required that the highest limited amounts of rates are established and the investor does not increase the toll by this maximum amount.

“For example, if you go 100-200 km, how many radars will you pass on the road. Even if you hit one radar, you will pay 200,000 soums. On the toll road, according to our current estimates, the toll for 200 km will be around 100,000 soums. These calculations can still change,” he said.

In November, Deputy Minister of Transport Jasurbek Choriyev announced that the toll road fee will be less than 5 cents per kilometer. said. The final tariffs will depend on the terms of financing, the private partner and the duration of the PPP project.
