These had their origin in the automatic and one-time increase in cadastral appraisals provided for in the National Development Plan that It was generated in 520 municipalities in the country in 2026 in order to have updated information after years of lag.

    EL TIEMPO had access to everyone the municipalities that have experienced this process and in which there could be controversies due to possible increases in the property taxwhich is determined by the municipalities through updated cadastral information, either by the Agustín Codazzi Geographic Institute (Igac) or by the different assigned managers.

    The departments with the most municipalities updated in this process were Boyacá (81), Santander (68) and Nariño, followed by Tolima (38), Cauca (31), Bolívar (26) and Huila (26).

    For example, in Boyacá some such as Chivor, Aquitania, Briceño, Jericó, Caldas, Chivatá, Cómbita, Duitama, Guateque, Villa de Leyva, Nobsa, Páez, Paipa, Ráquira, Samacá, Sutamarchán, Tibasosa, Tota or Saboyá were updated.

    In Santander there are others like Albania, Florián, Lebrija, Gámbita, Guadalupe, Barbosa, Cerrito, Ocamonte, San Gil, Palmas del Socorro, Barichara, Hato, San Miguel, Charalá, Zapatoca and Santa Bárbara, among others.

    And in Nariño some stand out such as El Peñol, Ipiales, Puerres, El Tambo, La Florida, Pupiales, Sandoná, San Bernardo, Sapuyes, Tangua, Túquerres or Yacuanquer.

    Other municipalities have also gone through this automatic cadastral update process, such as Murillo, Saldaña, Cajamarca, Espinal, Flanders, Lebanon, Herveo, Suárez or Coello, all of them in Tolima; or Argelia, Caldono, Corinto, Timbiquí, Toribio, Páez, Rosas, Silvia, Timbío, Villa Rica and Sucre, in the department of Cauca.

    In Bolívar there are Santa Rosa, Santa Cruz de Mompox, Morales and Montecristo, among others; and in Huila, some like Altamira, Campoalegre, Guadalupe, Palermo, Palestine, Pitalito or Villavieja.

    The rest of the departments with the most updated municipalities were Caldas (25), Magdalena (25), Norte de Santander (23), Cundinamarca (19), Casanare (16), Meta (13), Valle del Cauca (13), Cesar (12) and Atlántico (11).

    For example, in Caldas there are some such as Palestine, La Dorada, Salamina; in Magdalena others such as Salamina, Plato or Concordia; In Norte de Santander, Ocaña, Pamplona, ​​Salazar stand out; and in Cundinamarca: Ricaurte, Choachí, Bojacá, Choachí, La Vega, Madrid, Funza, Puerto Salgar, Sibaté, among others.

    How were the agreements?

    After two days of dialogue with the spokespersons for the mobilizations for the increase in cadastral assessments, an agreement was reached that allowed the lifting of the demonstrations and blockades in different parts of the country, especially the department of Santander.

    As a result, the parties agreed to the installation of regional tables in Santander, Norte de Santander, Boyacá, Casanare, Cundinamarca and Cesar, with the purpose of advancing the technical review of cadastral processes.

    According to the Government, these will be carried out within a maximum period of two weeks and will have as their objective identify possible inconsistencies in the application of lag reduction methodologies, prioritize critical cases and propose technical adjustments within the framework of current regulations.
