On April 17, President Shavkat Mirziyoyev got acquainted with the presentation of proposals aimed at supporting the population, categories in need of social protection, increasing the coverage and quality of social services, as well as further improving the legislative framework in this area.

In the presentation new initiatives developed for the further improvement of legislation in the field of social protection were also discussed. In particular, it is envisaged to strengthen the responsibility for discrimination of a person based on the sign of disability, to present court decisions in an acceptable form for persons with disabilities, to address social services and guarantees on the basis of a single Social Register.
The development of day care services was also noted as an important direction. Up to 3 million soums paid for this service every month for parents who send their disabled children under the age of 3-18 to day care services are expected to be exempted from income tax, and entrepreneurs who provide day care services for disabled children on the basis of public-private partnership will be exempted from taxes until 2030. Today, such services are launched by 396 entrepreneurs, who provide services to more than 4,400 children with disabilities.
The issue of expanding categories entitled to free use of city passenger transport was also considered. In particular, it is proposed to apply this right to persons with disabilities of the I group and one person accompanying them, as well as to persons equated to disabled persons of the war of 1941-1945.
The presentation also discussed new mechanisms aimed at ensuring the economic independence of women affected by oppression and violence. In particular, it is planned to register them as jobseekers based on the application form of “Insan” social service centers without a separate application, to provide job placement services and to introduce a procedure for quick information exchange on the results.
The issue of strengthening legislation in the field of protection of children’s rights and combating some forms of violence against minors was also considered. According to them, it is envisaged to establish a separate administrative responsibility for keeping pornographic materials depicting minors for the purpose of distribution, to apply criminal liability in the case of repeated violations of this type, and to increase the punishment for committing obscene actions against persons under the age of 16 through the Internet and telecommunication networks. Imprisonment is prescribed for importing pornographic products depicting minors into the republic for the purpose of distributing them, preparing, advertising, displaying such products, or engaging a minor as a performer of pornographic acts.
Also, in order to reliably protect the rights of minor witnesses and victims, the institution of their legal representative is being introduced and specific time limits for interrogation are being established.
In the presentation, information was also given about the projects formed by the “reform headquarters” in Jizzakh region based on the comparative advantages of neighborhoods.
The head of state approved new mechanisms and proposals in the field of social protection and signed the relevant legal documents.
