The Council of the European Union hopes that the necessary decisions to advance the provisional application of the association agreement with Andorra and San Marinoas collected the Conclusions report on relations with Andorra made public today. “The report encourages the parties to conclude the agreement, but for now we continue to wait, as it is not up to us,” explained the minister spokesperson, Guillem Casalin a subsequent press conference council of ministersremarking, however, that “we already have the calendar ready for the next steps once the situation is resolved”.
The advice celebrates the progress made in the signing and provisional application of the text, which it considers a key step to open “a new chapter” in the relations between Andorra and the EU. In this sense, Casal he remembered that “the Council encourages Monaco to resume the association model of Andorra and San Marino“, and noted that the report points out that “negotiating another partnership agreement is impossible“.
The agreement would allow expand the Principality’s access to the European internal market and would include the four freedoms of movement, as well as support policies in areas such as research, education, the environment, consumer protection, culture and regional cooperation.
The Council also notes that Andorra will hold a referendum on the agreement and encourage the parties involved to strengthen public disclosure to explain its benefits.
The European institution also highlights the Andorra’s efforts to strengthen its administrative capacities and is willing to offer technical assistance to facilitate adaptation to Community regulations.
