Al-Shahid Al-Hafiz, June 28, 2026 (SPS) – Member of the National Secretariat, President of the Sahrawi National Council, Mr. Al-Bashir Mustafa Al-Sayed, confirmed that the current stage requires moving from the stage of diagnosing imbalances and monitoring concerns to the stage of actual treatment, through developing executive plans and practical programs that will solve priority problems, in a way that enhances citizen confidence and improves the quality of management and services.
The President of the National Council explained, in a speech today, Sunday, during the conclusion of the spring session of 2026, that this session was distinguished by its formative and educational nature, and the lectures and discussions that included it, linked to the concerns of citizens and the peculiarities of the stage, in addition to the spirit of integration, harmony and cooperation between the various national institutions.
Mr. Al-Bashir Mustafa Al-Sayed pointed out that the round of field visits that included various components of the National Council, and the accompanying meetings with regional authorities and national bodies, constituted an opportunity to directly examine the reality of services and citizens’ concerns, and to extract a number of observations and challenges that require practical and realistic solutions.
He stressed that repeated meetings and visits without a tangible effect must be transformed into field work that translates into clear programs, implementation and follow-up mechanisms, which contributes to alleviating the suffering of citizens, reducing the manifestations of deficiencies, and strengthening the elements of national steadfastness.
The President of the National Council stressed that the legislative and executive powers represent two sides of the same coin, and are complementary in serving the organization, the citizen, and the national interest, which requires unifying efforts and enhancing coordination and joint work between various bodies and institutions.
In this context, the National Council recorded the extent of the difficulties facing a number of sectors and the direct repercussions they had on the daily lives of citizens, calling for moving beyond the stage of counting shortcomings to developing and implementing programs that intervene in accordance with priorities and actual needs.
Mr. Al-Bashir Mustafa Al-Sayed also highlighted the importance of strengthening public order, establishing community security, and protecting lives and property, by improving coordination, clarifying responsibilities, and enhancing the readiness of various components.
He called for giving priority to improving basic services, especially the water, environment, health and hygiene sectors, and ensuring the provision of basic foodstuffs and the stability of their prices in a way that preserves the citizen’s dignity and supports his ability to withstand.
He also stressed the need to improve administrative services by improving supervision and management, simplifying procedures, bringing the administration closer to the citizen, and ensuring speed, transparency and efficiency in providing services.
The President of the National Council appreciated the importance of continuing to invest in continuous training, qualification and guidance, as they are essential pillars for improving performance, consolidating a culture of responsibility and citizen service, and confronting manifestations of administrative negligence and corruption.
On the national side, Mr. Al-Bashir Mustafa Al-Sayyid stressed the necessity of maximizing the sacrifices of the fighters of the Sahrawi People’s Liberation Army, supporting the Military Liberation Institution and taking care of its members, so that it can perform its tasks in light of the developments in methods of warfare and the requirements of the stage.
He also called on the Sahrawi diplomatic corps to redouble efforts to expand the circle of international support for the national cause, enhance attendance in various regional and international forums, confront hostile campaigns and expose violations committed by the Moroccan occupation.
At the conclusion of his speech, the President of the National Council stressed that the success of the Sahrawi people in exploiting the opportunities of this stage and overcoming its challenges remains linked to the transition from diagnosis to achievement, from monitoring imbalances to addressing them, and from managing needs to planning and foresight, in a way that strengthens the internal front, supports the elements of steadfastness, and keeps pace with the aspirations of the Sahrawi people in this pivotal stage.
