Sergio Fajardo He was the third of the candidates to speak at the Governors Summit of the National Federation of Departments (FND). He began his speech by remembering that he was in the place of the governors, so he knows what the real tasks of the departmental leaders.

He then presented the thesis that next government will be the more complex in the recent history of the country on behalf of the polarization: “Let’s go for a unprecedented social confrontation if we are not able to get out of that circle.” He pointed out that the current elections are in the logic of Uribism and Petrism. Therefore, he pointed out that we must seek break that polarization and with that “friend-enemy” logic that is being consolidated.
He then proceeded to talk about what the relationship with governors in case of reaching the Central Government. He indicated that will work with everyone low government agreements and transparency clauses. “Currently they are in a government that does not allow anything to be done, but I am going to get to work,” said Fajardo, who explained that these plans will be built hand in hand with the regional leaders.
“My first action is to articulate ourselves with what they are doing, accompany them so that they finish well and work with everyoneregardless of whether they voted for me or not,” he noted. “The political discussion goes to the side,” said Fajardo. One of the first points of his presentation was the proposal of end “Total Peace” and the strengthening of the Public Force.

Likewise, he said that part of the plan with the governors implies transparency. “If one is not attached to a political sector and corruption, we work,” he added. The former governor of Antioquia also spoke about his proposal for young employmentwhich will be coordinated with all the governors to adapt the initiative to each territory. “I feel very proud to have been chosen as best mayor of Colombia and governor”, he noted.
Fajardo criticized the lack of long-term planning of each government, since each administration starts from scratch. “In 20 years, Colombia must be first in food safety“, he stated as one of the proposals to be articulated by his administration. “Colombia has to be the central point of diversity on the planet”, was another of the long term visions.
The decentralization proposal
The round of questions was asked by the director of Red+ Noticias, Giovanni Celis, and the general editor of EL TIEMPO, Ernesto Cortés. The latter asked about the regulations that he would promote to build a real decentralization. The candidate pointed out that it is not a matter of regulations, but of the form of government what will make of the hand of the governors.

In that sense, he indicated that it would be the task of his government to process a Competition Law that takes into account governors, mayors and other sectors. “I govern with a vision of meeting in the middlefrom top to bottom and vice versa,” he indicated. “We start working and then we make the law,” he added. In that same logic, he explained that his main strategy will be to reconcile territorial work plans that will serve as input for your National Development Plan.
Fajardo criticized the way in which the Petro government with the departments, as he indicated that the lack of dialogue has delved into problems that could be solved in a matter of hours. Likewise, he explained that we must move to a logic of “build on what was built” and to put experts at the head of the Executiveas he pointed out that the congressmen who have been elected as presidents usually lack said technical experience. Another point was that they will meet with the governors to agree on issues such as taxes, avoiding crises such as the one that occurred this week with the cadastral appraisals. Fajardo added that he must enter each territory to see how the illegal miningdifferentiating criminal processes from ancestral ones.
