4 issues were included in the agenda of the session.
1. Regarding the publication of the results and conclusion of the monitoring carried out by the Television and Radio Commission regarding the observance of the pre-election campaigning procedure for the regular elections of the National Assembly on June 7, 2026 by audiovisual media service providers.
2. Regarding the notification of audiovisual programs presented by “MEDIACAST” LLC.
3. Adoption of an administrative act against “SHARK” LLC (final stage of administrative proceedings No. 18 initiated by own initiative).
4. Adoption of an administrative act against “HAIKAN SECOND TELEVISION CONNECTION” LLC (final stage of administrative proceedings No. 20 initiated by own initiative).
Yegor Tilpunov, representative of the Office of Democratic Institutions and Human Rights (ODIHR), was also present at the meeting.
“After the approval of the agenda of the session, the head of the monitoring and control department of the National Assembly, Lianna Dohikyan, presented the results of the monitoring and the final conclusion regarding the observance of the pre-election campaign of the regular elections by the audiovisual media service providers. After the presentation of the issue, the Commission decided to publish the final conclusion regarding the observance of the established order of pre-election campaigning for the regular NA elections.
Then the Commission decided to approve the notification regarding the audiovisual programs of “MEDIACAST” LLC.
On May 17, the commission carried out monitoring of the video of the “5TH WAVE” program of “SHARK” LLC, as a result of which it was recorded that the broadcast political advertisement contained elements of discrediting and belittling the national and world cultural heritage, in particular, the memorial of the victims of the Great Genocide is turned into a mosque, instead of the Mother Armenia monument, there is a statue of Ataturk. At the same time, the above-mentioned political advertisement did not include symbols or other personalizing symbols of parties (parties alliances) or candidates participating in the elections.
The RA decided to apply the penalty defined by Article 57, Part 19, to “SHARK” LLC for violating the requirements of Article 9, Part 4 of the Law on “Audiovisual Media”, by fining AMD 400,000, and also to apply a written warning for violating the requirements of Article 11, Part 1, Clause 1 of the Law.
On May 21, the Commission carried out monitoring of the May 20 video recording of the “HAIKAN SECOND TELEVISION” LLC “HAIKAN SECOND TELEVISION” audiovisual program, as a result of which features of the apparent violation of the constitutional law “Electoral Code of the Republic of Armenia” and the requirements of the Law were found.
According to the protocol, during the “Lraber” news program, the requirement to present unbiased and evaluation-free information regarding the pre-election campaign of the parties (parties’ alliances) was violated.
The commission has decided to apply a written warning to “HAIKAN SECOND TELEVISION” LTD.
These decisions can be appealed to the Television and Radio Commission or the Administrative Court of the Republic of Armenia within a period of two months from the date of entry into force.
