Piero Corvetto Salinashead of the National Office of Electoral Processes (Onpe) had to go this Friday afternoon to the office of the Anti-Corruption Directorate (Dircocor) of the National Police of Peru (PNP), in order to testify about the scandal of the electoral material that was not delivered on April 12 during the 2026 General Elections. However, he requested to reschedule his appointment
What’s more, through a letter addressed to the head of Dircocor, Corvetto indicates that his new statement “must be virtually by meet within a reasonable period of time.”
The official was summoned as a witness, within the framework of the investigation carried out by the Anti-Corruption Prosecutor’s Office after it was reported that the company Galaga SAC, which had already been penalized for breach of contract, was hired again to prepare the distribution of electoral material in the last electoral process.
Corvettó had to go to the headquarters of the Police Anti-Corruption Directorate in Barranco.
As is already known, the electoral material did not arrive at some schools in Lima and in other cases it arrived up to five hours after the start time of voting.
On the other hand, El Comercio identified that Juan Charles Alvarado Pfuyo, manager and owner of Galaga SAC, entered the ONPE up to two times for “public/protocol” activities, and the prosecutor’s office required the registration of visits to the entity.
What is the situation of the head of the ONPE?
Until now, Piero Corvetto has been investigated by the National Board of Justice (JNJ) due to the various events reported in the conduct of the 2026 General Elections process.
Corvetto Salinas must present its defense within ten days following notification of the JNJ resolution that opens an investigation against it.
JNJ sources indicated that the official was already notified with said document.
Once the deadline has expired and the defenses have been presented, the JNJ must decide whether to open a disciplinary process against you or not.
Parallel to this, Corvetto Salinas faces a possible reevaluation of his ratification as head of ONPE. To this end, the Plenary of the JNJ commissioned the Directorate of Evaluation and Ratification the preparation of a report on the ratification process to which it was submitted in 2024.
At that time, as this newspaper has reported, it was not ratified in a first evaluation (due to lack of the five necessary votes). However, after a reconsideration presented, the JNJ supported its continuity until 2028, by six votes in favor and one against.
Meanwhile, his situation is still pending resolution due to the complaints filed against him before the Attorney General’s Office.
The National Prosecutor, Tomás Gálvez, announced that he referred the case to the office of the Supreme Prosecutor’s Office Specialized in Crimes Committed by Public Officials, headed by the Supreme Prosecutor Juan Carlos Villena.

Meanwhile, the ONPE appointed Gustavo Armando García Hidalgo as head of the ONPE Electoral Management Management, replacing José Edilberto Samamé Blas, who was arrested in flagrante delicto on Monday morning by the Dircocor and later released.
In his statement before Dircocor, obtained by El Comercio, Samamé Blas reported that the plan drawn up for the distribution of material was not being fulfilled since Friday, April 10 at night. That according to what the Deputy Manager of Electoral Production of the ONPE, Juan Phang, informed him, the vehicles were going to leave in two parts, early Friday morning and Saturday morning.
“When I arrived in San Pedro (Lurín) I observed that the trucks were not leaving as indicated, and when I consulted the staff present regarding how many trucks had left, they did not know how to give me a concrete answer,” he said.

In another passage of his demonstration, the former official maintained that after learning that the electoral material was not being distributed, he held a meeting with Phang Sánchez, with the coordinator of the ONPE warehouse, Rocío Romainville and another person named Gianina who works with Romainville.
Likewise, he pointed out to Phang Sánchez, who is accused of alleged organized crime for alleged irregularities in the ONPE and José Luna caseas the person responsible for supervising the delivery of electoral material.

Although Samamé denied being involved in any act of corruption, he refused to let the Dircocor Police check his phone.
This act was recorded as part of the police inspection report, in which Samamé participated along with his lawyer.

JOSÉ SAMAMÉ REFUSED THAT HIS PHONE CAN BE CHECKED DURING HIS POLICE INTERVENTION.
Public Ministry requested a list of visits to ONPE
On the other hand, the Second Provincial Corporate Prosecutor’s Office Specialized in Crimes of Corruption of Officials, which opened an investigation against those responsible for the alleged crime of collusion, ordered to notify the ONPE in order to clarify the facts.
This, after it became known that the company Galaga SAC would have benefited from a new tender for the 2026 General Elections, despite the fact that it breached previous contracts and would not have had the logistics for the deployment of electoral material.
“In this context, the competent officials of the ONPE would have allowed or would not have prevented said company from being awarded without diligent, sufficient and real verification and supervision of its operational capacity to timely comply with the transfer of electoral material, which would have become evident when, just days before the electoral process, the company itself issued calls to recruit van-type and auxiliary units, which would show that the aforementioned company would not have had sufficient logistical capacity to comply with the contracting of its service with “ONPE”.
For this reason, the prosecutor’s office noted, “the preliminary proceedings have the immediate purpose of carrying out urgent or non-postponable acts aimed at determining whether the facts subject to knowledge and their criminality have taken place, as well as ensuring the material elements of their commission and identifying the people involved.
“Additionally, it has been noted that the aforementioned company has a history of contractual non-compliance and penalties imposed by the ONPE itself, registering at least three economic sanctions for contractual non-compliance between the years 2020 and 2023, which could show a pattern of conduct in the execution of services contracted with the State,” said the prosecutor’s office.
For this reason, it was established that the initial investigation period be 30 days. Within this period, the Dircocor Police were authorized to carry out the first interventions that were carried out between April 12 and 13.
In addition to this, the prosecutor’s office ordered that the ONPE send a report on the services provided by the company Servicios Generales Galaga SAC in previous years, and the officials or servers who participated in said processes.
In addition, it ordered to require the registration of ONPE visits, from the period between January 2026 to date.
El Comercio identified that Juan Charles Alvarado Pfuyo, manager and owner of Galaga SAC, entered the ONPE in February and March 2026, for a “public/protocol act.”

Yuvitza Milagros Aguilar Ticona, ONPE official.
According to the visit log, Alvarado Pfuyo entered the ONPE headquarters on February 2, 2026 at 10:02 in the morning and left almost an hour later, at 11:34 in the morning.
According to the virtual record, he met with the official Yuvitza Milagros Aguilar Ticona, representative of the Administration Management, in office 1106, and the reason stated was “public/protocol act.”
According to the registry, representatives of the company Afe Service SAC, and the notary Marco Antonio Villota Cerna, also entered that same office and at the same time.
El Comercio asked the ONPE for its version of said protocol act, but they did not respond until the closing of this report. For its part, Notary Villota indicated that it would not provide statements.
“Thank you for your interest. Due to the nature of your notarial function, we do not provides statements,” they indicated.
Also we look for the version by Alvarado Pfuyo, but not responded. His lawyer, Christian Castillo, rejected that his client and his company had committed some illicit or that have somethinga political link.
In statements to RPP, the lawyer blamed the ONPE and announced that they sent a notarized letter to said entity to recant holding the businessman responsible or they will file a complaint.
“We are evaluating and we have sent a notarized letter and we are evaluating filing a complaint because the damage to Galaga’s family, to the companies that make up Galaga, is very high; the moral damage. They have been put in the eye of the storm, they have been put in the eye of extortionists,” he announced.

They also entered the same office to meet with Aguilar Ticona, representatives of the company Hermes, Afe Service SAC and the notary Ruth Ramos Rivas, among other people.
That day, as this newspaper has made knownthe “presentation of proposals” and the “tender” were carried out in favor of Galaga SAC, leaving out the smaller economic proposals made by its competitors.

The Public Ministry also ordered that information be collected from the State Contracting Agency in order to know if the company Servicios Generales Galaga SAC registers sanctions imposed and/or penalties with entities with the State.
In addition, it resolved to notify the Comptroller General of the Republic so that a supervision report or any document that is related to the contracting of the “National cargo transportation service, deployment, withdrawal of material, electoral computer equipment and implements for simulation and suffrage 2026” may be sent to it, for the sum of S / 6’368,332.75, convened by the National Office of Electoral Processes (hereinafter ONPE), in which The good award was granted to the company Servicios Generales Galaga SAC
