The Lang Son People’s Procuracy said the accident occurred at about 6:40 pm on September 27, 2025 in Cai Kinh Commune, when 39-year-old T.D.N. was crossing the highway.
He was struck by a motorcycle ridden by L.T.H., 41, who was traveling from Lang Son toward Hanoi.
Prosecutors said the motorcyclist suffered injuries resulting in 65 percent bodily impairment, while N.’s injuries were assessed at 70 percent bodily impairment.
The motorcycle sustained damage estimated at VND4 million (US$152).
Investigators determined that N. crossed the road at a location without traffic signals, a pedestrian crossing, overpass or underpass and failed to give a signal while crossing, violating provisions of Vietnam’s 2024 Law on Road Traffic Order and Safety.
The Lang Son People’s Procuracy then launched legal proceedings against the pedestrian.
