The Government Commission on Legislative Activities approved the draft amendments, increasing the limit of payments under compulsory motor liability insurance fourfold at once – from 500 thousand to 2 million rubles. We are talking about compensation for damage to the health of victims of an accident, while the ceiling on payments for damage to a car remains the same. The authors of the amendments believe that the adoption of the bill will lead to an increase in the price of auto insurance policies by 8%; the Russian Union of Auto Insurers is talking about 10%. The Bank of Russia promised Kommersant that “the change in the average tariff will not be significant.” The experts interviewed call insurers’ payments for health damage insignificant in the overall mass, believing that the prices for policies may not change if the limits are increased.
The draft amendments to the law “On compulsory civil liability insurance of vehicle owners”, supported by the government, were previously sent to the White House by the head of the State Duma Committee on the Financial Market, Anatoly Aksakov (A Just Russia). The essence of the bill is to increase the maximum payments in case of an accident under compulsory motor liability insurance policies – from the current 500 thousand to 2 million rubles. It is proposed to increase the ceiling not for all payments, but only for compensation for damage to the life and health of citizens injured in accidents. The limit on damage to damaged property will remain the same – 400 thousand rubles.
Mr. Aksakov explained the need for adjustments with the desire to equalize the “position of victims in the event of an insured event” within the framework of compulsory motor liability insurance and the agreement on compulsory insurance of civil liability of the carrier (OSGOP) in the event of harm to passengers. OSGOP agreements are necessary, for example, for taxis and bus transportation – for them, the damage compensation limit is already 2 million rubles.
How tariffs, fees and payments for compulsory motor liability insurance have changed over five years
- In 2020, the basic MTPL tariff for passenger cars was from 2746 to 4942 rubles. The final cost of the policy depended on the coefficients (territory, length of service, age, etc.).
- In 2022, the Central Bank expanded the corridor: the minimum rate decreased to 1646 rub., and the maximum has increased up to 7535 rub. Territorial coefficients were also increased.
- From December 9, 2025, the tariff corridor for compulsory motor liability insurance has expanded by 15% in both directions for all types of transport, except for motorcycles, for which the boundaries have shifted by 40%. New limits for passenger cars of individuals – from 1399 to 8665 rub., for motorcycles – from 155 to 4260 rub.
The fees of Russian insurers for compulsory motor liability insurance in 2020 amounted to 220 billion rubles. At the end of 2025, this figure increased by 36.5%, up to 300.3 billion rubles. The total amount of payments under compulsory motor liability insurance policies in 2025 is: RUB 221 billion against RUB 137.4 billion in 2020 (61% growth). The average amount of compensation under compulsory motor liability insurance policies over the same period increased by 66% (from 69.7 thousand to 116 thousand rubles.).
The government of the Russian Federation conceptually supports the idea of “increasing insurance protection for victims within the framework of compulsory motor liability insurance.” The White House draws attention to the calculations of the author of the bill, according to which the adoption of the amendments will lead to an increase in prices for auto insurance policies by an average of 8%. This, in turn, will lead to an increase in the costs of government agencies, state and municipal unitary enterprises for the purchase of policies and will require a redistribution of funds in budgets, the Cabinet believes. For this reason, the White House proposes to delay the entry into force of the amendments to March 1, 2027.
The Bank of Russia told Kommersant that it supports increasing the limits, calling the corresponding change in legislation “fair.” The Central Bank recalled that the limits for OSGOP are 2 million rubles: “Therefore, payments now differ significantly depending on which transport caused harm to the life or health of the victim.” Commenting on Anatoly Aksakov’s assumptions about an 8% increase in the price of policies, the Bank of Russia promised to carry out “actuarial calculations to determine the parameters for expanding the tariff corridor.” “But, according to our preliminary assessment, the change in the average tariff will not be significant,” the regulator assured Kommersant.
The Central Bank recalled that in recent years the average cost of an MTPL policy has been decreasing, “including under the influence of competition between insurers.” In 2025, its size “for ordinary motorists” decreased by 3.5%, to 6.7 thousand rubles, the Bank of Russia added.
The Russian Union of Auto Insurers (RUA) supported the bill, recalling that the MTPL limits for damage to the health of victims have not changed since 2014, while the cost of medical services and rehabilitation has “increased significantly.” The adoption of the amendments “will lead to improved protection for victims,” said RSA President Evgeny Ufimtsev. At the same time, RSA believes that policies will rise in price not by 8%, but by about 10%. But the union stipulates that the Bank of Russia must still make payments.
The editor-in-chief of Za Rulem magazine, Maxim Kadakov, says that in some countries, the amount of insurance payments for damage to health in an accident can reach up to €200 thousand. “If passengers of a taxi or public transport are protected for up to 2 million rubles, what is worse for the rest of the road users?” – he reasons. The expert reminds that in case of an accident, only health damage is compensated under compulsory motor liability insurance, which is not covered by compulsory medical insurance policies. “An ambulance picks up a person from the scene of an accident, brings him to the city hospital, and all the manipulations there are done according to compulsory medical insurance. And only specific procedures “above” compulsory medical insurance are paid for under compulsory motor liability insurance,” he explains. Mr. Kadakov is confident that insurers easily agree to increase limits, “because in the overall structure of their payments they occupy a minuscule amount – basically all compensation goes for hardware.” “These are isolated situations. Insurance companies will not notice additional costs,” believes Anton Shaparin, vice-president of the National Automobile Union. For this reason, insurers, says Maxim Kadakov, could increase this limit for compulsory motor liability insurance without increasing the price of policies at all.
