The Panama Ship Registry is experiencing a decline as geopolitical tensions between Washington and Beijing impact global shipping, according to a report from Splash247.com. Data from Clarksons Research indicates that the Panama flag has contracted by 3.3% so far this year, positioning it among the largest losers among major registries as shipowners increasingly shift to competitors Liberia and the Marshall Islands.
The downturn follows Panama’s decision earlier this year to revoke the operating rights of Hong Kong-based Hutchison Ports at two ports in the Central American nation. That move has been widely interpreted as aligning with U.S. efforts to limit Chinese influence near the Panama Canal. In response, Chinese authorities have encouraged domestic owners to move vessels away from the Panama flag, and port state control inspections of Panama-flagged ships in Chinese waters have increased markedly, according to multiple industry sources.
Industry data suggests Panama-flagged vessels have become a particular target for Chinese inspectors. In April, China recorded 164 vessel detentions, of which 135 involved Panama-flagged ships, representing 82% of the total. During the first 10 days of May, 44 of 52 detentions were Panama-flagged vessels, accounting for 85% of all cases. Owners and managers who trade regularly with China report that the heightened scrutiny is becoming difficult to ignore.
For shipowners, delays and additional inspections can quickly lead to higher costs, disrupted schedules, and greater operational uncertainty. Faced with that prospect, many are choosing flags perceived as less politically exposed. The biggest beneficiaries have been Liberia and the Marshall Islands, which have attracted vessels seeking to avoid entanglement in the dispute between the world’s two largest economies.
Liberia overtook Panama as the world’s largest ship registry by gross tonnage in 2023 and has now built an 83 million gross tonnage cushion over its Central American rival.
