Pacific leaders appeal for peace amid rising global tensions

Pacific Island countries have formalized a regional shipping pact, according to a report by The Maritime Executive. The agreement is expected to facilitate a clean energy transition for the maritime industry across Oceania.

The Pacific Blue Shipping Partnership (PBSP) was signed last week by seven Pacific transport ministers during a meeting in Majuro, Marshall Islands. The signatory countries include Fiji, the Federated States of Micronesia, Kiribati, Nauru, the Marshall Islands, Tuvalu, and Vanuatu. Palau and Tonga are anticipated to sign the partnership at a later date.

For more than a decade, the Pacific Island countries have been members of the 6PAC+ Alliance, which has pursued an ambitious campaign at the International Maritime Organization (IMO) to eliminate fossil fuel use in global shipping. While IMO member states continue working toward consensus on global shipping emissions, the island nations stated that the PBSP will help coordinate an equitable transition within their region.

The ministers noted that the PBSP represents the Pacific countries’ response to overhauling their domestic shipping, which has been described as a sector in crisis. This sector has been trapped in a cycle of aging, poorly maintained vessels serving some of the longest, thinnest, and highest-cost domestic routes globally.

The PBSP aims to redirect climate funding toward Pacific Island countries, with the goal of delivering a fleet of low-carbon vessels, climate-resilient port infrastructure, and skilled workers to ensure long-term maritime connectivity for island communities.

The PBSP Charter also established the organizational framework for the shipping partnership. This institution will oversee funding mechanisms, governance and dispute resolution procedures, and the conditions for the Charter’s entry into force. The Marshall Islands capital, Majuro, was designated as the PBSP headquarters. The Marshallese transport minister was elected as the partnership’s inaugural Chair.

Under the PBSP, the ministers agreed to submit an application to the Green Climate Fund (GCF) to finance a demonstration fleet of wind-propelled vessels. Other proposed activities for GCF funding include the construction of maritime maintenance facilities, capacity building for seafarers and shoreside workers, and institutional strengthening to initiate the maritime transport transition.
