He National Congress approved this Thursday the complaint of political trial against the advisor of the National Electoral Council (CNE), Marlon Ochoafor “antidemocratic actions” in the last 2025 general elections in Honduras.
The decision, which was adopted with 91 votes by four benches of the National Congress (without the endorsement of two liberal deputies or the entire Libre bench), formally opens the legislative process to determine political responsibilities of counselor Marlon Ochoa, in the midst of a polarized environment within the chamber.
The trial complaint also includes the magistrate of the Electoral Justice Tribunal (ECJ), Mario Morazán, and the substitute magistrates Lourdes Maribel Mejía Estapé and Gabriel Gutiérrez Peralta.
During the session, the Board of Directors of the National Congress He proceeded to formally read the impeachment complaint, a necessary step for its admission. The process also contemplates the suspension of the official from office while the corresponding investigations are carried out.
Likewise, the formation of a special commission made up of liberal and nationalist deputies was approved, in charge of analyzing the merits of the complaint and issuing an opinion that determines whether or not the definitive dismissal of counselor Marlon Ochoa is appropriate.

Among the bustle of whistles activated by the Libre deputies, the reading of the complaint lasted for almost an hour where the responsibilities attributed to those on trial were exposed, such as the deliberate paralysis of the electoral bodies at crucial times, the manipulation of evidence, the intimidation of other officials, among others.
Complaints about the role that Marlon Ochoa played in the elections
Marlon Ochoa, advisor to the National Electoral Council (CNE) of Honduras for the Libre party, was the target of multiple complaints from opponents during and after the November 2025 general elections, mainly from the National Party and Liberals, who accuse him of having obstructed the electoral process and promoting partisan agendas.
Ochoa publicly denounced 26 audios that supposedly involved counselor Cossette López giving irregular instructions to carry out “electoral fraud” in the 2025 elections, presenting them to the Public Ministry in October of that year to demonstrate manipulations in the TREP and the scrutiny.
Following the complaints, the official promoted the retention of 28,861 minutes due to biometric inconsistencies, lack of signatures and errors in vote balances, proposing a special 100% scrutiny to guarantee transparency, which opponents such as the counselor Cossette Lopez (PN) and Ana Paola Hall (PL) interpreted it as partisan delay.
During the post-election scrutiny, Ochoa refused to endorse the official declaration of victory of the National Party (with Nasry ‘Tito’ Asfura as president-elect), denouncing fraud and usurpation of the popular will, which generated criticism from Hall and López for undermining institutions and generating unnecessary crises.
