    1. Based on the decision of the Foundations Council dated 20.05.2026 and numbered 308/288 on the real estate whose characteristics are mentioned above;

    1. Of the constructions to be carried out according to the architectural preliminary project, at least: B1 Block independent sections 10 and 11, which are workplace qualified, B1 Block independent sections 1, 2, 3, 4, 5, 6, 7, 8, 9, which are residential, and B2 Block independent sections 2.5, 6, 8 and 9, in addition to a total of 16 independent sections, in addition to 5,000 TL cash. taking,
    2. Preparation of the management plan appropriate to the function of the real estate under the supervision of the Regional Directorate, in accordance with the Condominium Law No. 634,
    3. Payment of the preliminary project fee by the contractor to the project author and/or the relevant person before the contract is signed, not exceeding the minimum price determined by the Chamber of Architects according to the cost calculation table,
    4. If there is an improvement in the preliminary project due to zoning status or any other reason, it is reflected to our Administration at the contract rate,
    5. Registration of places and areas that are not shared as common areas in the land registry,
    6. Removal of any encumbrances in the title deed record of the immovable property, demolition and removal of any structures on it, if any, starting from the date of site delivery by taking all kinds of security measures within the scope of labor and social security law, taking the necessary measures in this regard by the contractor, subdivision-merger, abandonment and etc. Preparation of application projects without causing changes in the procedures and precedent areas in the preliminary project, obtaining the necessary permissions and approvals from the relevant institutions and organizations (in case of a change, it will be evaluated in favor of the foundation), carrying out the manufacturing in line with these permissions and approvals, and the expenses of all these works and transactions, including those not foreseen in the project and manufacturing phase, will be covered by the contractor,
    7. According to the Zoning Law No. 3194, the part of the area that must be abandoned to the public up to the rate specified in the Law is abandoned free of charge, and if the abandonment rate is above the rate specified in the Law, the price of the excess part is calculated based on the current value and paid to our Administration in one lump sum.

    It will be put out to tender within the scope of the flat-for-land construction model with minimum conditions.

    B- Bidders who will participate in the tender;
    1- In order to participate in the tender, bidders must submit the documents listed below together with the outer envelope within the scope of their bids.
    a) Contact Information Form: Address declaration, telephone, fax number, e-mail address, etc. for notification in Türkiye. Contact Information Form (Annex: 1), showing the information in accordance with the attached sample,
    b) Certificate from the Chamber of Commerce and/or Industry or the Chamber of Tradesmen and Craftsmen or the relevant professional chamber in which it is registered,
    b.1.) In case of a real person, the original of the document showing that he/she is registered to the Chamber of Commerce and/or Industry or the relevant professional chamber, obtained within the year when the tender was made, or a copy approved by the Administration, provided that the original is submitted to the Administration,
    b.2.) In case of a legal entity, the original of the document taken from the Chamber of Commerce and/or Industry, where the legal entity is registered in accordance with the legislation, in the year in which the tender was made, or a copy approved by the Administration, provided that the original is submitted to the Administration (Documents of the foreign legal entity that does not have a branch in Türkiye must be approved by the Turkish Consulate in the country where this legal entity is located or by the Turkish Ministry of Foreign Affairs. must.)
    c) The original of the notarized Signature Declaration or Signature Circular, which shows that the person is authorized to bid and is still valid as of the tender date, or a copy approved by the Administration, provided that the original is submitted to the Administration,
    c.1.) In case of a real person, the original of the Trade Registry Gazette and the notarized signature declaration or a copy approved by the Administration, provided that the original is submitted to the Administration,
    c.2.) In case of a legal person; The Trade Registry Gazette showing the latest situation indicating the partners, members or founders of the legal entity and the officers in the management of the legal entity, depending on their interest, or the original of the documents certifying these matters and the notarized signature circular of the legal entity, or a copy approved by the Administration, provided that the original is submitted to the Administration,
    d) In case of representation on behalf of the bidder, the original of the notarized power of attorney and the notarized signature declaration of the attorney who will make the bid on behalf of the bidder, which is still valid as of the tender date, or a copy approved by the Administration, provided that the original is submitted to the Administration,
    e) Temporary Guarantee Letter: Temporary Guarantee Letter in accordance with the attached sample (Annex: 2) or the provisional guarantee bank receipt of the above written amount (where the name of the work is clearly stated) deposited to the account with IBAN number TR29 0021 0000 0030 0004 3000 02 at Vakıf Katılım Bank Kütahya Branch, Kütahya Vakıflar in case of money transfer/EFT. Remittance document confirmed by the Regional Directorate.
    f) Joint Venture Declaration: If the bidders form a joint venture, a Joint Venture Declaration in accordance with the attached sample (Annex: 3)
    g) Bank reference letter: Bank Reference Letter in accordance with the attached sample showing the unused cash loan of at least 10% of the estimated price or the unused letter of guarantee loan of at least 10% (Annex: 4) (Bank reference letters must be issued on behalf of the tendering Administration after the first announcement of the tender – including the first announcement day.)
    h) Work Experience Certificate: Not less than 50% of the estimated price, valid as of the tender date, and at least a group (B) contracting certificate obtained from the Ministry of Environment and Urbanization, depending on the size of the work, or a ‘Work Experience Certificate’ obtained within the last 15 years within the scope of the State Procurement Law No. 2886 for building construction works or the Public Procurement Law No. 4734, or a Building Occupancy Permit Certificate obtained from the relevant Municipality, showing that the bidder is a contractor, or Work Completion Certificate for building construction. The original or a notarized copy of the report and its attached Construction Permit Certificate, or a photocopy of the original by submitting it to the Administration,
    In applying the work experience criterion; For works undertaken and accepted abroad by public institutions and organizations of foreign countries, 50% of the final estimate amount is evaluated based on the effective buying rate of the Central Bank on the date of the contract.
    h.1.) Work Completion Certificate for works whose provisional acceptance has been made by contracting to public institutions and organizations in the country or abroad as a contractor or subcontractor,
    h.2.) Notarized Subcontracting Agreement, Work Completion Certificate, with the approval of the Administration, in the works that have been temporarily accepted by being committed as a subcontractor to the contractor (not exceeding the amount written in the notarized subcontracting agreement approved by the Administration) in the works committed to public institutions and organizations within the country.
    h.3.) For works undertaken and accepted by the private sector in the country as a contractor or subcontractor, a Work Completion Report and its attached Construction License Certificate obtained from the Municipality and/or relevant Administrations,
    h.4.) Building Contractor Authorization Certificate Number
    i) Document proving that there is no tax debt: The original or a notarized copy of the document showing that there is no tax debt received from the relevant tax office after the first announcement date, or a copy certified by the Administration, provided that the original is submitted to the Administration, or a document showing that there is no tax debt to be obtained from the internet tax office address of the Revenue Administration,
    i) Document stating that there is no premium debt throughout Turkey: The original or a notarized copy of the document indicating that there is no premium debt throughout Turkey received from the relevant Social Security Institution after the first announcement date, or a copy certified by the Administration, provided that the original is submitted to the Administration, or the document proving that there is no premium debt throughout Turkey to be obtained from the Social Security Institution’s internet address, or the document issued in accordance with the electronic signature law, which can be confirmed by using an online verification tool,
    j) Prohibition from Tender Status Form: Prohibition from Tender Status Form (Annex: 5), in accordance with the attached sample, proving that you are not banned from participating in tenders.
    k) Receipt proving the purchase of the tender document
    l) Location Survey Form: Location Survey Form in accordance with the attached sample, indicating that the real estate subject to the tender has been viewed on site (Annex: 6),
    m) A commitment stating that there is no affiliation or contact with terrorist organizations (Annex: 9)
    n) Offer Letter: Inner envelope: The envelope in which the offer letter (Annex 7) will be placed, the form and content of which will be prepared in accordance with the 11th article of the specification and the sample attached to the specification.
    In joint ventures, each partner is obliged to provide the documents in paragraphs (b), (c), (d), (ı), (i) and (j) separately.
    -Bidders must submit the originals/notarized copies of the above-mentioned documents or a copy approved by the Administration, provided that the original is submitted to the Administration.
    After the documents listed above are placed in the outer envelope, they must close the envelope and write on it the name and surname of the bidder, trade name and full address, and the job for which the bid belongs, and give it to the tender commission chairmanship by the tender date and time at the latest.
    C- Tender Specifications and all annexes can be viewed free of charge during working hours, between 10:00 and 16:30 on weekdays, at the 4th Floor of the Kütahya Foundations Regional Directorate Service Building. The sales price of the tender document is: 1.500,00 TL (One Thousand Five Hundred Turkish Liras) and it will be deposited to the IBAN number TR29 0021 0000 0030 0004 3000 02 at Vakıf Katılım Bank Kütahya Branch, specifying the name of the job, the name of the bidder and the tax/TC number, and the tender document will be purchased by submitting it to the Administration.
    D- The tender will be held at the above mentioned date and time, Kütahya Foundations Regional Directorate Service Building, Cedit Mah. Adnan Menderes Bul. No:65 43030 Merkez/KÜTAHYA will be held in the presence of the Tender Commission.
    E-Increase offers can be made as cash value or as an independent section. If the total cash value to be offered corresponds to the cost of any independent section based on the tender, the bidder must first offer the independent section. Although the total cash value offered corresponds to the price of the independent section, if the bidder does not make an offer for an independent section, the tender agrees to leave the independent section deemed appropriate by the commission to the administration. Otherwise, the bidder’s offer will be deemed invalid.
    F- Only one application can be made to participate in the tender, either in person or by proxy on behalf of others. Otherwise, applications will not be evaluated.
    G- The application files of the bidders who are evaluated will not be returned, and the provisional guarantees of the bidders who are not successful in the tender will be refunded.
    H- All expenses, including any taxes, duties and fees incurred for this work, will be paid by the bidder in advance during the contract.
    I- In case the tender cannot be made, the tender will be left to negotiation in accordance with Article 43 of the State Tender Law No. 2886, without being re-announced.
    J-The Administration is free to make or not make the tender and to determine the most appropriate price.
