The Saudi government has introduced new rules for Hajj 2026. By new rulesfrom April 13, entry into Mecca is possible only with a special permit. Only persons who have official documents of residence in Mecca and holders of official permission to perform the Hajj have the right to enter.
Employees with special electronic work permits issued through the Tasrih, Absher Afrad and Bawaba Muqim platforms can also enter the city.
From April 18, entry and stay in Mecca for all visa holders of any type (except for Hajj visa) is prohibited. In particular, the issuance of permits to perform Umrah (lesser Hajj) is temporarily suspended from April 18 to May 31.
Pilgrims who arrived on an Umrah visa were required to leave the city by April 18.
Persons who violate the established requirements or contribute to their violation during the Hajj period may be fined up to 20 thousand Saudi riyals (about $5.5 thousand).
For illegal transportation, shelter or assistance to pilgrims from April 18 to May 31, a fine of up to 100 thousand Saudi riyals (about $26.5 thousand) is provided.
Violators may be deported and barred from entering the country for up to 10 years. Vehicles used for illegal transportation are subject to confiscation.

Compulsory registration takes place through local authorities, mainly for citizens 40–65 years old.
