Basseterre, St. Kitts, June 13, 2026 —
The Federation of St. Kitts and Nevis is mourning the passing of former Deputy Prime Minister the Honourable Hugh C. Heyliger, a native of Sandy Point Town and long-serving public servant, who died suddenly at his home at the age of 80.
Born on 27 July 1945, Mr. Heyliger studied economics at the College of the Virgin Islands and Illinois State University. He began his public career as Director of the Government Planning Unit (1980–1984).
He later entered elective politics with the People’s Action Movement (PAM) and served as Minister of Agriculture, Lands, Housing and Development from 1989 under Prime Minister Sir Kennedy Simmonds.
In November 1994, he was appointed Deputy Prime Minister and Minister of Education, succeeding Sydney Morris, serving until the 1995 general elections. He subsequently served as Leader of the Opposition until 2000.
Mr. Heyliger also served in education and institutional development. With a background in economics, he later became Director of Institutional Development at the Clarence Fitzroy Bryant College, where he contributed to the institution’s development and expansion.
His career reflected decades of service in public administration, education, and national development. He is remembered as a dedicated public servant and nation builder.
