The latest figures follow a long-term trend in which alcohol consumption has been gradually declining in Finland over the past 15 years.
The reported volume of alcoholic beverages consumed in Finland fell by 4.5 percent last year compared to 2024, according to a report by public health authority THL.
The recorded consumption levels in 2025 were about 6.9 litres of pure alcohol per resident aged 15 and over, THL’s study found.
The last time recorded consumption was at such a low level was in the 1970s, the report noted.
The findings are in line with a wider trend, in which alcohol consumption in Finland has steadily declined for more than 15 years.
That decline has continued in recent years too, despite fears the loosening of alcohol laws — such as grocery stores being permitted to sell stronger drinks — would lead to a reversal of the long-term trend.
THL’s methodology includes recording the levels of alcohol consumed in bars and restaurants, as well as beverages purchased from retail outlets.
The so-called serving consumption, meaning alcohol consumed in bars and restaurants, decreased 4.5 percent year-on-year in 2025, while retail rates were down by 4.3 percent.
However, THL’s report further noted that it was not possible to provide an estimate for the total amount of alcohol consumed in Finland last year.
This is due to a change in data collection methods that track passenger imports as well as purchases made from online stores located abroad. In previous years, these sources have accounted for approximately 15 percent of total consumption.
