SAN MARINO – Regulatory simplification, automation of obligations and certainty of digital rules for small and medium-sized businesses. These are the themes at the center of the meeting on 21 October between Daniele Bianco, member of the Board of Directors of the San Marino Association for Informatics (ASI) and founder and CEO of Formula Agile Srl, and the officials of DG CONNECT of the European Commission.
The discussion followed the contribution presented by Formula Agile to the public consultation on the Digital Fitness Check, an initiative with which the European Commission evaluates the interaction between digital regulations and their impact on businesses. In particular, the intervention concerned the simplification proposals contained in the Digital Omnibus regarding privacy and cookies.
At the request of European officials, the meeting explored the topic of compliance automation, i.e. the use of software to automate regulatory obligations and facilitate their management by SMEs. Formula Agile’s experience in this sector comes from the development of My Agile Privacy, a platform dedicated to managing consent on websites.
“Every day we transform European rules into code, for thousands of small businesses,” declared Daniele Bianco. “Clear rules automate well. The problem arises when interpretations change from country to country. For an SME, the real simplification is not having fewer rules, but certain rules.”
Among the proposals illustrated are the introduction of a common European classification of data processing purposes, understandable by software, and the publication of single, updated guidelines accompanied by clearly dated versions. Transparency obligations have also been suggested for large suppliers of tracking technologies and certification systems for compliance tools, accompanied by adequate protections for the companies that use them.
“It is important that San Marino’s voice reaches Brussels also on digital issues”, added Bianco, “just as the country builds its relationship with the European single market”.
The ASI underlined the value of the contribution of its members to the comparison with the European institutions, highlighting the role of the skills of the ICT sector in representing the concrete needs of businesses and supporting the digital development of the Republic.
