Artificial intelligence is a tool in the hands of people, and its responsible application is crucial for modern public administration, said Minister of Public Administration Maraš Dukaj.
Dukaj spoke at the International GovHR Forum in Astana, Kazakhstan, which this year brought together representatives of governments, international organizations, the academic community and experts in the field of human resource management and digital technologies on the topic “People, potential and public value in the era of digitization and artificial intelligence”.
As announced by the Ministry of Public Administration (MJU), Dukaj pointed out that successful digital transformation does not depend only on technology, but above all on people, their competencies, integrity and the ability of institutions to create public value.
“Technology can improve the efficiency of public administration and the quality of services, but without competent civil servants, clear rules and citizens’ trust, it cannot bring real results. This is precisely why investment in people must accompany every step of digital transformation,” said Dukaj.
Speaking about the reform processes in Montenegro, Dukaj emphasized that the Ministry of Justice is continuously working on building an administration that is focused on the development of digital services, interoperability, electronic identification, trusted services, information security and strengthening the digital skills of employees in the public sector.
He also pointed out the importance of responsible application of artificial intelligence in public administration, assessing that it can contribute to more efficient work of institutions, better creation of public policies and greater availability of services to citizens.
“Artificial intelligence is a tool in the hands of people. Its value is not measured by the technology we use, but by the benefits it brings to citizens,” said Dukaj.
In this context, he introduced the participants of the Forum to the activities that Montenegro is carrying out on the preparation of the National Strategic Framework for Artificial Intelligence, along with harmonization with European standards and the legislative framework.
“Montenegro views the development and application of artificial intelligence as an integral part of the wider transformation of public administration, digital economy, education and society as a whole. Our goal is for new technologies to be at the service of citizens, with full respect for the principles of transparency, responsibility and protection of citizens’ rights,” said Dukaj.
The Ministry of Justice stated that Montenegro’s participation in the GovHR Forum once again confirms the state’s determination to build an efficient, transparent and citizen-oriented public administration through digital transformation and responsible application of new technologies.
It is stated that the International GovHR Forum was opened by the president of the Kazakhstan Civil Service Agency, Darkhan Zhazikbay, and the participants were addressed by high-ranking officials and representatives of Portugal, Jordan, Qatar, the USA, Turkey, Kyrgyzstan, Armenia, Japan and Kazakhstan.
As it was added, the common theme of all presentations was the responsible application of modern technologies in order to improve public administration and human resources management.
