The Kumanovo police filed criminal charges against two people, an investor and an inspector from the municipality of Kumanovo, because the investor built without a building permit, and the inspector acted negligently. The developer destroyed a house – a protected object of cultural heritage.
– The Ministry of Internal Affairs of Kumanovo filed a criminal complaint against fifty-two-year-old FF (52) and LT (52), both from Kumanovo, due to the existence of grounds for suspicion of criminal acts “damage or destruction of goods under temporary protection or cultural heritage and natural rarities”, “illegal construction”, “usurpation of real estate” and “negligent work in the service” – informed the Ministry of Internal Affairs.
According to the police, in 2023, the first defendant demolished and destroyed a house-protected object of cultural heritage, on which was placed a memorial plaque of the national hero Kiro Natsev Fetak, an object that, according to Article 20 of the Law on Memorials and Memorials, is listed in the register of memorials as a protected object of cultural heritage and is included in the program for the commemoration of significant events and persons with memorials in the municipality of Kumanovo.
At that location, the first respondent, in his capacity as a construction investor, carried out construction works and built a second-category building, without a prior building permit issued by the Department of Urbanism at the Kumanovo Municipality, thus acting contrary to Article 59 of the Law on Building, and he built the building on land owned by the state. Whereas, the second defendant, as an authorized construction inspector, acted negligently in the exercise of her duties and powers in a way that she made a decision based on an incomplete and inaccurately determined factual situation, which she was obliged to determine in accordance with Article 9 of the Law on Inspection Supervision in connection with Article 2 a of the Law on Construction, MIA informed.
Kiro Fetak was an active participant in NOV, after the Second World War he was declared a national hero. The former textile factory “Kiro Fetak” and streets in Kumanovo and other cities are named in his honor.
