Countdown: New elections or president

Four more days, starting today, the political parties have time to choose the new president, or the country goes again into a new election cycle.
The heads of all political parties have declared against the elections, but it has not yet been reported about any meeting or consultation between them to avoid them.
On Thursday, the head of the Vetëvendosje Movement, Albin Kurti, at the same time the prime minister, said that on Thursday they will start the communications for meetings with the leaders of the opposition, in an effort to reach an agreement on the election of the new president of the country.
Kurti said that communications with the opposition will begin immediately after the meeting with the president of the European Commission, Ursula von der Leyen, who was visiting Kosovo.
“As soon as we finish the meeting we have today with the president of the European Commission, Mrs. Ursula von der Leyen, we will immediately start communications for meetings with the leaders of the opposition, so that we will not be without the Assembly on October 7, but at the latest until October 6, we will have the new president or president”, said Kurti.
It has not yet been reported about any communication or consultation between them.
Last week, the Constitutional Court decided that the constitutional deadline for the election of the president ends on October 6. He justified the decision by finding that the Assembly was constituted beyond the constitutional 30-day deadline, and that this deadline has begun to run past the 60-day deadline for the election of the president.
The Democratic Party, as the second largest in the Parliament, has said that it is now ready to discuss the president, with the condition that the Assembly approves the amendment of the Law on the Special Court.
PDK had refused meetings with Vetevendosje before the verdict of the Special Court against four former leaders of the Kosovo Liberation Army. This party also brought the issue of the constitution and formation of the Government to the Constitutional Court, but this institution described them as not unconstitutional.
The PDK has requested that the Assembly amend the Law on the Special Court, limiting its mandate, after the sentencing of Hashim Thaci and Jakup Krasniqi with 25 years of imprisonment each, Kadri Veseli with 18 and Rexhep Selim with 13. They were convicted of war crimes. By means of legal changes in the Democratic Party, they aim to limit the mandate of the Special Court to dealing with the crimes alleged in Dick Marty’s report, as well as to establish international monitoring of its work. As for the war crimes, for which the four former leaders of the KLA were convicted, the proposed draft law foresees that they be tried in Kosovo.
Alliance is the other entity that refused meetings with Vetëvendosje and its chairman, Albin Kurti. The smallest Albanian parliamentary party continues to refuse meetings, without meeting its demands, led by it for American gas.
The only entity that had meetings with Kurti was the Democratic League of Kosovo. This party even had an agreement with Kurti on the name of Bekim Sejdi for president. But six LDK deputies came out against it and the number of 80 deputies, enough to elect the president in the first two rounds, was at risk. Sejdiu then withdrew from running. After September 16, no meetings between LDK and VV have been reported.
The failure to elect a new president by October 6 moves the country to elections that should be held no later than November 15. And these elections would be the fourth in less than two years. In February last year, the elections were regular, while later in the impossibility of forming a government, they were held in December. And in June this year, they were made due to the failure of the Assembly to elect a president. / Time
