    Lawyer Federico Campos López Moreira filed a complaint for common crimes against Hernán Rivas, a Colorado Chartist senator who announced the request for permission. The complaint is filed within the framework of the investigation of his alleged false title.

    There are several complaints that were filed again against the Colorado Cartist senator Hernán Rivas, for his supposed false title. One was promoted by opposition senators Celeste Amarilla (Authentic Radical Liberal Party, PLRA), Rafael Filizzola (Progressive Democratic Party) and Ignacio Iramain (National Encounter Party) for the alleged use of a university degree with false content.

    It was after The appeal court composed of Judge Bibiana Benítez and Delio Vera Navarro resolved by majority vote to dismiss the case. definitive of Senator Rivas arguing that the fact that the Public Ministry accuses him of (mediate production of public documents with false content) is time-barred. Judge Agustín Fernández was the only one who voted against.

    Added to this new complaint is another one filed by lawyer Federico Campos López Moreira, for alleged fraudsince the requirements for this type of crime are met, as argued.

    “The complaint is for common crimes and crimes. What does that mean? I report him for fraud. Fraud is a type of crime in which two things are required, a lie and a financial benefit. Rivas lied to all of us Paraguayans, he lied to his peers in Congress saying ‘yes, I’m a lawyer, send me to the JEM.’ Yesterday (Óscar) Cachito Salomón actually said: ‘He scammed me; I believed him,’ and Cachito Salomón is now calling him to certify that he was scammed. He as a senator and all of us Paraguayans and all the people,” he explained.

    New complaint against Rivas

    He added that Rivas benefited financiallysince he received a per diem in the Jury for the Prosecution of Magistrates (JEM) in addition to having staff, a driver, etc.

    Another criminal offense that, according to the lawyer, is false declaration.since Rivas several times said before his peers, both when he was a deputy, and now, as a senator, and even before the Supreme Court of Justice itself, that he is a lawyer, which was even recorded in the minutes.

    The third offense or crime for which he is reported is criminal associationsince with the antecedent of Óscar González Daher, who chaired the JEM to put pressure on judges and prosecutors, Rivas could have entered with the same objective.

    “He didn’t just go to the front without knowing anything, he left to serve a structure. My mission is to make the prosecution verify or disprove that indication. We make another complaint for new facts of production and use of public documents with false content. Because? Because he, that’s what no one said and I already said since 2020, when signing the degree, when you go to college, one of the most exciting moments is when they tell you, ‘Diego, Federico, come and sign your degree’, then, you, Rivas, what should I have done there, ‘wait, I didn’t go to college. How am I going to sign?’” he indicated.

    Nullity of the JEM causes

    Regarding the prescription of the case decreed by the court of appeal, he explained that it cannot occur, since the crime could even cause a problem as soon as it is proven.

    “If you have a court where one of the judges was an impostor, your judgment is not validbrother. That can bring a legal chaos very important, it is a shame for Paraguay,” he said.

    López Moreira said that Rivas dedicated himself more to the laundering of judges and prosecutors and he gave as an example the case of prosecutor Jorge López Loman, who died of cancer.

    “We all know cancer is one of the diseases that has a great psychosomatic component. This Jorge López Loman was unfairly persecuted by Bogarín Alfonso, who was a friend of Rivasuntil they removed him because in San Pedro he refused to come out in favor of a tax resolution and they took him to the Jury and threw him out. Rivas was involved there,” he recalled.

    He also criticized the deputy prosecutor for Economic Crimes and Anticorruption, Soledad Machucawhom he accused of managing the center for the exchange of de facto powers and against whom he hopes to be prosecuted on May 7 before the JEM.
