    Benches ask Luis Galarreta for a new request for legislative powers | Congress | latest



    The spokespersons of the benches Together for Peru, Works and Now Nation They requested the president of the Council of Ministers, Luis Galarretathat the Executive power present this September 11 a new proposal for the delegation of legislative powers. Through a letter, they asked that the initiative be limited to citizen security, disaster risk management and attention to the El Niño Phenomenon.

    The parliamentarians indicated that these matters concentrate the greatest citizen consensus and national urgency. The request seeks to have them processed as a priority and to exclude other matters considered controversial from the original request.

    In the document, the spokespersons also expressed their concern about the processing of the proposal in the bicameral system. They pointed out that, according to public statements by pro-government senators, among them Martha Chavez and Carlos Mesiathere would be the intention for the Senate to reincorporate matters that are eventually excluded by the Chamber of Deputies.

    The parliamentarians maintained that this possibility would contravene the rules that regulate the bicameral legislative procedure. They cited the article 104 of the Constitutionreferring to the delegation of powers on specific matters, as well as provisions of the Regulations of Congress and the Regulations of the Senate.

    According to the official letter, the initiatives of the President of the Republic regarding the delegation of powers are the responsibility of the Chamber of Deputies. Likewise, they pointed out that the Senate Regulations allows modification of the proposals approved by said chamber, but prohibits the incorporation of matters other than those sent by the Chamber of Deputies.

    The spokesmen indicated that, if the Chamber of Deputies approves only part of the matters raised by the Executive, the Senate should not restore those that were excluded. They stated that doing so would imply incorporating matters that were not approved by the original chamber.

    Given this scenario, they asked the Executive to submit a new project that limits the delegation of powers to citizen security and disaster risk management and care. El Niño Phenomenon. The objective, according to the document, is to avoid questions to the legislative procedure and guarantee respect for the powers of both chambers.

    The approach to prioritizing legislative powers in citizen security and attention to the El Niño Phenomenon had already been formulated days before. On August 31, 2026, the deputy Edwin Espinoza Huilcaof the Good Government Party, presented a letter addressed to the president of the Council of Ministers, Luis Galarretain which he requested to reformulate and focus the Executive’s proposal.

    In the document, Espinoza Huilca requested that the request be initially focused on citizen security and disaster risk management and attention to the El Niño Phenomenonconsidering that these were matters linked to crises that required a priority state response. He also proposed leaving out matters of an administrative, economic, labor or sectoral nature.

    The deputy specified that his proposal did not imply rejecting the delegation of powersbut rather focus it on priority issues to facilitate its processing. Likewise, he suggested that the other matters could be addressed later through a new delegation request or specific bills.
