VITEBSK, 3 June (BelTA) – A modern approach to elements of ensuring state security as applied to one of the districts of our country was demonstrated during a territorial defense muster in Lepel District. Chief of the General Staff of the Armed Forces, Belarusian First Deputy Defense Minister Pavel Muraveiko made the conclusion after the event, BelTA learned from the Vitebsk Oblast military registration and enlistment office.
A territorial defense muster with the leadership of the Vitebsk Oblast territorial defense management bodies is taking place in Lepel District on 3 June. The event consists of theoretical and practical parts. Its main goal is to improve the knowledge of heads of district and city executive committees, their deputies, officials in charge of territorial defense matters, and local military commissars in matters of employing territorial defense forces in accordance with their purpose.
“Territorial defense is an integral element in the system of ensuring the military security of our country. Only by making the defense of the state a nationwide cause can success be achieved and independence, territorial integrity, and freedom be preserved. Bearing that in mind, territorial defense is subject to the same stringent requirements as the modern military organization of the state, with the only difference being that in territorial defense, the service employs and tasks are performed directly by people, who are tied to the places where they were born and grew up, in those districts and rural councils where their homes are located. First, it stimulates and increases responsibility for performing tasks. Second, it allows making the most of their knowledge of the terrain, territory, and conditions of a particular region. And third, this contributes to the accumulation of corresponding resources in the districts of the country,” Pavel Muraveiko emphasized.
He also assessed the training of territorial troops. “Today in one of the episodes we saw that the training level of modern representatives of territorial troops is quite high. They actively use and master those techniques and methods that are relevant for modern military conflicts such as counter-drone warfare, the creation of a barrier system, ensuring their own survivability and preserving the lives of servicemen in a combat situation, and making maximum use of the local industrial base, resources, and landscape. What was shown today is a modern approach to elements of ensuring state security as applied to one of the districts of our country,” the chief of the General Staff of the Armed Forces, first deputy defense minister said.
He noted that highly qualified specialists-instructors had been employed to create the training and material base and train the people on the ground. They taught modern warfare based around small groups and the organization of engineering and fortifications. Apart from that, territorial bodies of the Internal Affairs Ministry and the Emergencies Ministry are actively involved in these events. “Territorial defense is a complex of measures carried out in the territory of an oblast or a district while taking into account the conditions in which this region or district exists,” Pavel Muraveiko emphasized.
He also informed that the number of events involving territorial defense management bodies and units of territorial troops will increase every year. “We will direct about a third of our conscript resource for these purposes in order to organize training in all corners of the country. About 3-4 command and staff exercises are now held in every oblast. They vary from mobilizing conscripts to deploying territorial defense headquarters, units of territorial troops, and their performance of tasks as applied to their regional conditions,” the chief of the General Staff of the Armed Forces added.
