MINSK, 3 June (BelTA) – The government has updated the rules of stay for foreign citizens and stateless persons in Belarus. The relevant resolution was signed by Prime Minister Aleksandr Turchin, BelTA learned from the government’s press service.
The Council of Ministers’ resolution “On the stay of foreign citizens and stateless persons in the Republic of Belarus” was developed in pursuance of the action plan on fulfilling the directions set forth in Article 5 of Law No.130-Z of 2 February 2026 “On amending the laws on state fingerprint registration”.
In particular, the resolution approves a new edition of the rules of stay for foreign citizens and stateless persons in Belarus and amends the Council of Ministers’ resolution No.63 of 19 January 2006. It provides for mandatory state fingerprint registration for foreign citizens during their transit journey through the territory of Belarus.
Apart from that, the Council of Ministers’ resolution No.395 of 15 June 2019 on implementing the law on introducing amendments and addenda to the law on public procurement of goods (works, services) is being adjusted. Due to amendments to Article 11 of Law No.105-Z of 4 January 2010 “On the legal status of foreign citizens and stateless persons in the Republic of Belarus” (foreigners temporarily staying and temporarily residing in Belarus cannot engage in sole proprietorship activities in the country), the right of this category of citizens to carry out one-time sale of goods at marketplaces and/or in other places established by local executive and administrative bodies is revoked.
