Realization of 262 thousand billion tomans of budget in 1404
The spokesperson of Tehran municipality said about the campaign of good calculation and its effect on increasing the participation of citizens in paying tolls: This campaign started on March 28 and continued until May 18. Despite the special conditions of the country, the citizens had a significant cooperation with the municipality, and this caused an unprecedented growth in the collection of sustainable urban revenues.
Referring to the financial performance of the municipality in 1404, he stated: In the most unstable year of the sixth urban management period, Tehran Municipality managed to record 262 thousand billion tomans of budget realization; A figure that would not have been possible without the people’s support and participation. This number has increased nearly 10 times compared to 2019, the last year of the fifth period of urban management; Because the municipal budget in that year was about 27 thousand billion tomans.
The spokesperson of Tehran Municipality continued: One of the success factors of this campaign was the trust and support of the people. The citizens observed that the employees and managers of the municipality are present in the field of service in critical conditions and this increased their participation. As a result, the amount of toll collection was about 15% higher than the average of the previous years, and sustainable incomes also had a significant growth compared to the average of the last decade.
Mohammad Khani added: Out of the total budget of 262 thousand billion tomans of the municipality in 1404, about 77 thousand billion tomans are related to sustainable incomes. This figure alone is more than twice the total budget of Tehran municipality in 2019. Sustainable revenues cover current expenses, city maintenance, employee salaries and other necessary expenses, and other sources of income are spent on the development and implementation of construction projects.
“Let’s build together”; A platform for public participation in reconstruction
The spokesperson of Tehran Municipality also said about the “Build Together” campaign: During and after the war, we encountered a large volume of requests from people to participate in aid and reconstruction; Both by citizens inside the country and by Iranians abroad.

Mohammad Khani added: We do not adjust our plans based on the enemy’s threats and take necessary measures. In this plan, participation in construction is considered and not only financial investment; Therefore, it is not subject to the requirements related to stock exchange licenses.
Emphasizing that the expert reviews about the various aspects of the plan are still ongoing, he said: We believe that Khanrez is a defensible and practical plan and will be welcomed by the citizens.
The spokesperson of Tehran municipality said about the free public transportation plan: the process that started to make public transportation free will continue and we hope that this issue will be put on the agenda of the city council soon and will be approved.
Referring to the state of using the subway, he said: “During the peak traffic hours, we face significant congestion in the subway, and we apologize to the citizens for not being able to provide more services.” However, the use of the metro has not yet returned to the pre-coronavirus level.
The spokesperson of Tehran Municipality said: Of course, some experts believe that the lifestyle and consumption patterns of households have changed in recent years. Perhaps the implementation of the plan to make public transportation free can help increase citizens’ use of the public fleet and return to those conditions.
He continued: Except for peak traffic hours, there is empty capacity in many hours of the day for more citizens to use the subway. In this regard, we have started the program of buying new wagons and overhauling the trains. The contract with China is still in place and we hope that this year we will be able to record the arrival of three trains per month and increase the capacity of the metro fleet.
Assignment of 51 thousand damaged units
Referring to the latest statistics on the reconstruction of damaged units, Mohammad Khani said: Out of a total of 51,000 damaged residential units, nearly 40,000 units had minor damage, and we hope that the operations related to them will be completed by the end of this week or the beginning of next week.
He added: 8 thousand 899 units are in the medium repair sector, which has progressed by 82% so far. Also, 748 units needed retrofitting, and the progress of this sector has reached 37%.
Mohammad Khani stated: So far, 1,260 buildings have been technically evaluated. One thousand and 728 units also need complete demolition and renovation, and the processes related to the municipality have been completed for 41% of them and will enter the construction phase.
Damage to 70 historical monuments in the war
Regarding the restoration of damaged historical monuments, Mohammad Khani said: Tehran Municipality has close cooperation with the Ministry of Cultural Heritage in this field. About 70 historical monuments were damaged during the war and the necessary measures for their reconstruction and restoration are being pursued with the cooperation of the responsible institutions.
Referring to the damage caused to historical buildings during the war, he said: Tehran municipality has voluntarily taken action to restore these works and has provided a credit amounting to one thousand and 300 billion tomans for the reconstruction of Golestan Palace, Saad Abad and other damaged historical buildings.
The spokesperson of Tehran Municipality said about the housing situation of the affected families: According to the latest statistics, until this morning, 1,580 families are staying in more than 40 residential complexes and hotels covered by the municipality.
Referring to the decreasing trend of this statistic, he added: the decrease in the number of hotel residents is a positive news; Because it shows that families return to their homes after receiving the necessary services. Of course, in some exceptional cases, there may be a need to review and modify some processes.
Mohammad Khani continued: 1,116 housing deposits have been paid so far. Also, in the form of supporting the affected households, 1,458 city cards worth 100 million tomans, 926 cards worth 200 million tomans, and 1,259 cards worth 400 million tomans were distributed for the purchase of household appliances, covering more than three thousand households in total.
