Barbados rules out citizenship by investment under new immigration policy

Barbados will not sell passports or residency status under proposed immigration reforms that establish a permanent residency pathway to would-be investors, Home Affairs Minister Gregory Nicholls has vowed.

“Barbados does not grant citizenship by investment,” Nicholls told Senate lawmakers who on Wednesday took up the Immigration Bill and the Barbados Citizenship Bill, which were passed in the House of Assembly last week.

He made clear that the new legislative framework strictly avoids conferring citizenship through monetary means.

He told the upper chamber: “This legislation… does not confer citizenship on anybody investing in Barbados. [It] does not confer nationality on anybody investing in Barbados. [It] does not grant an entitlement to a Barbadian passport for anybody investing in Barbados.

Describing how investment-linked residency would be restructured, Nicholls said the government is moving away from Special Entry Permits granted under ministerial discretion since 2012 and embedding these processes in a transparent statutory law.

Under the new policy, permanent residency pathways would be established for both individuals investing in private sector projects and those contributing to specified national development projects.

Rather than allowing immediate access to naturalisation, investors, like all other qualified applicants seeking naturalisation, must go through a standard legal process without shortcutting nationality rules, he said.

To obtain citizenship through naturalisation, an individual must first hold permanent resident status, meet established time requirements — such as living in Barbados for a continuous period of five years or accumulating points under the new system while maintaining required physical presence — and satisfy stringent national security and public health checks.

Nicholls continued: “There is a requirement to be either born in Barbados, have Barbadian parentage or ancestry at the level of great-grandparent, or if you are a permanent resident in Barbados living in Barbados, having satisfied the requirements under the Immigration Bill… spent the time… That is the order. We do not sell nationality, citizenship, or passports, and we are not intending to do so either.”

Nicholls sought to reassure senators that applicant scrutiny will not rely on arbitrary decisions or informal checks but on a sophisticated due diligence apparatus anchored in international and regional security partnerships.

These vetting networks will evaluate all applicants seeking work permits, residency, or citizenship to ensure full compliance with public health standards, national security measures, and labour market protections.

To guarantee that migrant labour or investment frameworks are not abused to the detriment of Barbadian workers, the bill institutes stiff administrative penalties starting at $50 000 for employers who breach regulations, escalating to criminal fines of $250 000 and up to five years imprisonment for repeat offenders.

Explaining the reform’s overarching drivers, Nicholls said Barbados faces critical demographic challenges as it marks 60 years of independence and five years of the republic.

Births have fallen below 2 000 per year for the first time in history, down from roughly 7 000 annual births at the time of independence. With an ageing population, a shrinking native workforce, and increasing pressure on social security, healthcare, and education systems, the modernised immigration framework is designed to balance border security with controlled economic growth, the home affairs minister said.

The new laws would replace 1979 legislation by updating the interpretation sections, integrating biometric data processing, enhancing safeguards against fraudulent travel documents, strengthening measures against human smuggling, and introducing structured medical visa provisions.

The Barbados Citizenship Bill expands non-investment pathways for the diaspora by extending citizenship eligibility by descent to the grandchildren and great-grandchildren of Barbadian citizens. It would grant citizenship rights to children adopted abroad by Barbadians.

It also removes an historical gender disparity in spousal rights, in which automatic citizenship was extended to the foreign-born wives of Barbadian men but not to the foreign-born husbands of Barbadian women.

Nicholls framed the comprehensive legislative package as a forward-looking necessity to ensure stability for future generations: “We have to govern not for the next election or for now; we have to govern for the next generation. We have to build institutions that will serve our country for another six decades.”
