The Special Court Against Corruption and Organized Crime has accepted the complaint of the residents of Rrjolli and has ordered SPAK to register the criminal proceedings and start investigations into the claims related to the “Baks Bay” project. The decision comes after SPAK had earlier decided not to start investigations.
The news was announced by the residents through their representative, Luciana Koka. According to them, judge Flojera Davidhi has ordered the Special Prosecutor’s Office to investigate the allegations raised in the criminal complaint.
At the center of the case are the residents’ claims for irregularities in the ownership documentation and in the procedures followed for the realization of “Baks Bay”. They claim that the project is being developed on an illegally acquired territory.
In the criminal report, allegations of falsification of documents were raised against Fatmir Shpellza, while allegations of illegal construction were raised against the company “Gener 2”.
The decision of GJKKO now obliges SPAK to record the proceedings and verify the claims presented by the residents. The initiation of investigations does not mean that the allegations have been proven, but that they will be subject to investigation by the Special Prosecutor’s Office.
