The Italian file of call centers brings Artan Gaçin back to SPAK and brings his old partner, Idlir Lopçin, to the stage. From the company with over 1 million euros turnover to the seized resort in Himare and the lands of Zvrnec, the documents reveal business connections, quota movements and million euro transactions. In the middle of this story are the agreements with the company associated with Artur Shehu, a name included in SPAK’s money laundering investigations.
Artan Gaçi, the former socialist deputy and the husband of Olta Xhaçka, has returned to SPAK as a person under investigation, while a file coming from Italy about the activity of call centers has brought his old colleague, Idlir Lopçi, to the stage. Gaçi appeared on Thursday at the Special Prosecutor’s Office, where he gave explanations to the investigators, while his lawyer confirmed the procedural status.
The name of Idlir Lopçi, mentioned in the information on the Italian file, is also found in the documents of several companies that have moved from trade and telephone services to investments in the most coveted lands of the Albanian coast, linked to the mafia Artur Shehu. The size of these businesses and their connections to characters in other criminal files give SPAK ample ground to follow the money trail.
Artan Gaçi and Idlir Lopçi have a long business history. Since 2006, they were partners in the RAKEHA company, while later the former socialist deputy entrusted Lopçi with the administration of AG.TCC, the company he owned 100 percent. Their relationship continued to be documented until 2022, when Lopçi was appointed liquidator of RAKEHA, after Gaçi had transferred the active exercise of rights over his quotas to Festim Çela.
Precisely during this period, Lopçi also entered the business of call centers through the company SUPREME, which he bought in 2018 for 25,500 euros. The balance sheets show that its turnover jumped from around 28 thousand euros in 2017 to over 1 million euros a year later.
An almost 38-fold increase, which places the financial activity of the company at the center of verifications for customers, invoicing and the destination of revenues.
The track of call centers can open an even more difficult chapter for Artan Gaçi and Idlir Lopçi. The file from Italy contains suspicions of money laundering and criminal activity, while investigators are examining bank transactions and communications discovered during other proceedings.
While Lopçi was expanding the activity, Artan Gaçi was enjoying the status of strategic investor for the luxury resort in Himare, a project that later ended up in the SPAK file for property alienation. The investigations hit former mayor Jorgo Goro and led to the seizure of assets related to the tourist investment.
The history of the resort showed how far coastal construction interests could go when municipal decisions, property documents and investors with strong political connections were involved. Gaçi, who had secured the privileged status of strategic investor, is now back in front of SPAK, while Lopçi’s commercial tracks open another chapter, with lands and much larger transactions in Zvrnec.
In October 2021, Peninsula Development, a company managed by Idlir Lopçi and controlled by Andi Canaj, a subordinate of Artan Gaçi, through the company Generate, joined Smart Construction Investtë Redi Strugës for the creation of South Adriatic Development. The company was founded with a registered capital of 400 million alleks, about 3.3 million euros at the exchange rate of that time, and immediately entered the land market of Akërnia and Zvërnec.
On November 20, 2021, South Adriatic Development results in an agreement for the purchase of a property from mobster Artur Shehu, worth about 2.4 million euros. Shehu’s name has been included in SPAK’s investigations into drug trafficking and money laundering, while his property transactions in Zvrnec have become the subject of another investigation. The company managed by Lopçi was a 50 percent partner in the exact period when this agreement was made.
The subsequent movements of the quotas are among the most interesting episodes in this story. Peninsula Development first transferred 10 percent of the capital for only 5 thousand ALL and then the rest of 40 percent for 2 million ALL, approximately 16 thousand euros.
With these actions, the control of South Adriatic Development completely passed to the Redi Struga company. In April 2026, the same company was involved in the sale of real estate in Zvërnec for 70.3 million euros to Albania Land Development. Peninsula left the partnership nearly four years ago, but the documents put it inside the investment in the initial acquisitions phase.
Artan Gaçi in SPAK, the role of partner Idlir Lopçi i
Here, the money laundering track is also important, for which SPAK has opened investigations related to Artur Shehu’s property transactions. Lands purchased and transferred through commercial companies have ended up in agreements worth tens of millions of euros, while some of the companies have changed partners along the way. Lopçi’s role in the administration of Peninsula Development is documented, as is his long-standing relationship with Artan Gaçi.
Artan Gaçi has moved from the Himara land file to another confrontation with SPAK, while Idlir Lopçi appears in the companies that connect the former MP’s old businesses with call centers and early investments in Zvërnec. This story documents the partnerships, SUPREME’s over 1 million euro turnover, property acquisitions from South Adriatic Development and the subsequent 70.3 million euro transaction.
The pamphlet is continuing the investigation into the companies, transactions and economic connections of this group of characters, while the developments in SPAK may bring to light other documents on the money that has circulated from call centers to multi-million euro properties on the coast.
